About this file
This is an amendment to a federal contract solicitation (Amendment 0002) issued by the Department of the Treasury for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract.
The solicitation seeks to award three to five firm-fixed-price construction contracts for facility repair, alteration, and real property maintenance projects at Treasury facilities. The primary contract vehicle is a small business set-aside with preference for Woman-Owned Small Businesses (WOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Contractors must be certified under NAICS 236220 in the System for Award Management (SAM.gov) at time of offer and award. The contract employs a lowest price technically acceptable (LPTA) evaluation approach and will utilize RS Means Building Construction Cost Data (2025 83rd edition or later) as the pricing basis, with Washington, DC City Cost Index adjustments. Contractors must propose two coefficients—one for standard work hours and one for non-standard work hours—to account for overhead, profit, labor burden, insurance, bonding, and indirect costs not included in the RS Means line items. Non-Priced Items (NPIs) are limited to 10 percent of total task order cost. The amendment provides responses to submitted questions, includes previously omitted Attachments 1 and 2, and opens a second wave of questions with a closing deadline of April 1, 2026 at 5:00 PM ET. The amended proposal due date remains April 13, 2026 at 12:00 PM ET. The contract includes a sample scenario project (basement locker and shower room renovation at Main Treasury) to which contractors must submit technical responses and lump sum quotes. The period of performance is June 1, 2026 through May 31, 2031, with anticipated option years. Proposals must be submitted in four volumes: Technical (redacted), Past Performance, Price, and Forms/Clauses/Certifications. The Government intends to evaluate without dialogue, with technical acceptability determined first, followed by price evaluation for the three lowest-priced responses and any additional technically acceptable proposals.

SUMMARY OF CHANGES
UPDATE:
SECTION II – PRICE SCHEDULE:
By providing a response to the attached “Scenario Project,” the Contractor agrees that the rates included in the price schedule are based on Gordian Building Construction Costs with 2025 83rd edition of RSMEANs annual edition, or later, and shall be used in the pricing of all Task Orders, and modifications when required, for the life of the contract.
1. Basis of Pricing
1.1. Order Pricing. Prices set forth in each Task Order shall include a complete and total lump sum price, unless a separate pricing request is made at the Task Order level. Other pricing structures include firm-fixed price, or firm-fixed price with economic price adjustments, where necessary to complete the work for which the price is established (e.g., Base Task Order, Unit Price, Options) in accordance with the Task Order documents and approved rates, including, but not limited to, the cost of work performed by subcontractors and consultants, indirect costs, fees, expenses, taxes, and profit.
1.1.1 Price List:
a. The RS MEANS® Facility Construction Cost Data shall be used as the TSCOV contract Price List which is the basis for all TO pricing. The Price List is a compilation of detailed work description line items, associated units of measure, and unit prices. Use of the RS MEANS® Facility Construction Cost Data as the Price List is expected to cover the majority of tasks associated under the anticipated contract. Items not included in the Price List (RS Means) will be handled as non-priced items (reference section NON-PRICED ITEMS)
b. The Contractor shall provide to the Government four (4) copies of the most current RS MEANS® Facility Construction Cost Data Guide within thirty (30) calendar days of award of the TSCOV contract, and at the start of each subsequent option year of the contract, after the annual RS Means® update.
1.1.2 Line-Item Costs:
a. The cost of a line item shall be the item’s total bare cost, excluding overhead & profit (O&P), based on RS MEANS® Cost Data. The RS MEANS® labor costs are included as line items of work. They are non-negotiable.
b. Government Furnished Equipment/Materials (GFE/GFM): When furnished, the Contractor shall select an equivalent RS MEANS® line item and delete the material cost; the remaining line-item cost (labor and equipment) shall be treated as a Price List line item. If an equivalent line item does not exist in the Price List, the cost for installation of the GFE/GFM shall be calculated as a Non-Priced Item (see below).
1.1.3 Non-Priced Items (NPI):
a. Items of work not included in the Price List, but required for execution of a TO, and within the scope and general intent of the TSCOV contract. Costs for these items must be submitted, approved, and/or negotiated separately. The Government reserves the right to reject a proposal that includes NPI items whose total exceeds 10% of the total TO cost.
b. NPI item prices shall be based on the lowest price offered from at least two (2) acceptable vendors. Equipment and material prices shall be based on the contractor’s cost;
contractor shall provide a copy of the quotes obtained for each NPI as part of the proposal package. Labor costs shall be derived using the RS MEANS® productivity and crew cost rates. Overhead and profit will be negotiated after the Government’s review of the proposal package. (3) In the event that the minimum of two (2) acceptable vendors cannot be obtained (only one supplier, potential suppliers/subcontractors are unresponsive or respond with “no bid”, etc.), a sole source justification shall be submitted as a part of the proposal package.
c. The Contractor shall submit a worksheet for each NPI item which shows all of the costs and calculations used to develop the NPI item’s price.
d. The Contractor shall retain all materials used in performing take-offs (calculations, sketches, field measurements, etc.) and obtaining cost information (contractor’s request for proposal to vendors, catalog cut sheets, vendor quotes, etc.) for the NPIs and shall provide these materials in the proposal. Note: Submission of these materials as part of the proposal shall not satisfy the requirement for submittal of an item listed on the submittal register for a TO (see section SUBMITTALS elsewhere in this document).
e. Although unlikely, In the event that the Government has a requirement for the Contractor to provide a licensed engineer and/or architect, the Contractor shall handle the requirement as an NPI.
f. In the event an NPI is regularly used, the Government reserves the right to add that item/task to the Price List. In that event, the Government will determine the line-item description and unit of measure and negotiate unit price with the contractor.
1.1.4 Local Area Adjustment Factor:
a. The Contractor shall use the RS MEANS® City Cost Index (CCI) for Washington, District of Columbia (DC). The prices as established by the UPB are multiplied by the appropriate Total CCI for each division to arrive at the actual price for a unit of work.
1.1.5 Coefficient:
A coefficient is the contractor’s pricing factor which is multiplied against the standard unit prices in calculating proposed task order (TO) prices. It is proposed by the Contractor as a percentage increase to the current edition of the RS MEANS® City Cost Index .
a. A numerical factor that compensates the Contractor for any and all costs (generally indirect costs) and profit not included in the Price List.
b. Two (2) coefficients will be proposed for each ordering period of the TSCOV contract. The coefficients are as follows:
• Standard work hours
• Non-standard work hours
c. The coefficient shall include all costs not covered in the Price List.
d. The coefficient shall include all costs including but not limited to:
• Project management
• Quality control
• Construction aids
• Personal protective equipment
• Mobilization
• Demobilization
• Small tools
• Construction layout
e. The following items are excluded from the coefficient and will be included as a direct cost added to individual TOs as applicable:
• Temporary scaffolding/platforms
• Temporary fencing
• Temporary protective walkways
• Dust partitions
• Final clean-up labor
• Jobsite office trailers
• Quality control testing
• Temporary utilities
• Temporary barriers
• Equipment rental for the following:
o Skid steers o Aerial lifts o Dump trucks
f. The coefficients shall also include, but are not limited to:
• Overhead
• Profit
• Labor burden for the prime Contractor and subcontractors
• Bond premiums
• Insurance
• Taxes
• Compliance with environmental laws
• Limited design/engineering services
• Administrative and technical support
g. Coefficient should also include costs for
• Site preparation
• Daily cleanup
• Protection or incidental moving of government property including furniture
h. The Contractor shall consider the following factors that affect the calculation of the coefficients:
• Prices are for “in-place” quantities. There shall be no allowances added for waste, compaction, storage, shipping, staging, handling, etc.
• Daily cleanup shall be performed at all active project sites. It shall not be a direct TO cost but shall be paid from the coefficient.
• RS Means unit prices are based on projects ranging from $2,000 to $1,000,000. No adjustment for TO size will be allowed as a direct TO cost.
i. All vehicles, office supplies/setup, administrative requirements, and equipment/tools which are customary to the trade shall be considered to be a part of overhead, and therefore cannot be added as additional line items.
j. Contingencies/Wage Rates. Contingencies such as changes to labor wages and inflation shall be adjusted by the annual economic price adjustment. Any change in the applicable minimum hourly rates of wages during the active contract period shall not affect the unit prices to be paid by the Government for work performed under the contract.
k. Adherence to the applicable and incorporated Wage Decision for Washington, District of Columbia, shall be mandatory for the active contract period. Additionally, adherence to the applicable Wage Decision shall be mandatory for each order placed under this contract, unless the type of work is substantially different, such as heavy or highway construction, as determined by the ordering Contracting Officer. Updated Wage Decisions will be incorporated into the contract at the time of award and with the exercising of each option year thereafter.
1.2. Knowledge of Conditions Affecting Price. FAR 52.236-3, Site Investigations and Conditions Affecting the Work, is incorporated by reference in this Contract. The Contractor shall be presumed to have established all rates/prices with knowledge of general and local conditions that may affect the cost of Task Order performance at the site where the work is to be performed, to the extent that such information is reasonably obtainable.
1.3. Unit Prices and Allowances. If any portion of the Task Order work is to be performed on a unit price basis, the Unit Price shall include all costs of coordinating and incorporating the unit-priced portion of the work into the Task Order. The Contractor shall only be obligated to perform unit-priced work to the extent that an allowance has been established. The Contractor shall be obligated to perform such work in excess of a unit quantity for which an allowance is established only if directed by the Contracting Officer in writing. The Contractor shall be bound to the unit price or prices set forth herein in all equitable adjustments for changes including unit priced work, and no markups shall be applied to such unit prices.
1.4. Options. If any portion of the work is to be performed upon the timely exercise of an Option in the Task Order, which may include an Optional Task/CLIN, the Option Price shall include all costs of coordinating and incorporating the Option-priced portion of the work into the base Task Order work. An adjustment to the Task Order price for such additional work shall be computed solely on the basis of the Option price or prices set forth in the Task Order.
1.5. Maximum Rates. The services to be provided shall be priced in accordance with the most recent RS Means Cost Data publications listed and the negotiated office overhead and General Administrative (G&A) rates as indicated in the price schedule and as otherwise required within this document (NPI). Proposed rates shall be deemed to include all costs consistent with the requirements, definitions, and exclusions applicable to the Task Order, and consistent with the Contractor's cost accounting practices.
1.6. How to Calculate Task Order Price:
a. Total Project Costs
1) Determine Task Order line items.
2) Determine quantities for materials within the overall project line item applicable to the TO.
3) Sum all TO line-item costs, subtotaled by division (as required).
b. Project Total Cost
1) Multiply each division subtotal by the RS MEANS® City Cost Index for that division.
2) Sum the adjusted costs.
3) Multiply total by the appropriate contractor coefficient.
4) Add the resulting product to sum of the adjusted UPB costs.
c. Non-Priced Items (NPI) Total Cost
1) Sum all NPI line-item costs.
d. Total Task Order Lump Sum Cost
1) The sum of Project Cost and NPI Cost.
e. NPI Percentage
1) The NPI TO cost divided by the total TO cost.
2) NON-PRICED ITEMS (NPI) located elsewhere in this document, NPIs should not exceed 10% of the total TO value; however, the Government reserves the right to accept a proposal where the NPI percentage exceeds 10% in the event of an anomaly.
f. Use of Current Prices
1) RS Means® Facilities Construction Cost Data unit prices are updated and published at the beginning of each calendar year. Only the annual update and published book shall be utilized until the next update/publication date; Contractor shall not utilize any updates that RS Means® may make during the year after the publish date.
2) The CO will inform the Contractor of the official date to begin utilization of the updated publication; generally, not later than 15 February of calendar each year.
CHANGE

(3) Pursuant to the requirements of FAR 52.236-3, Site Investigation and Conditions Affecting the Work.
(a) Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government.
(b) Government assumes no responsibility for any understanding reached or representation made by any of its officers or agents before the execution of a TO concerning conditions which can affect the work, unless that understanding or representation is expressly stated in the TO.
(c) Failure of the Contractor to take the actions described and acknowledged in FAR 52.236- 3 will not relieve the Contractor from responsibility for properly estimating the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government.
9.4 Contractor's Proposal
9.4.1 Proposal Preparation Time
(1) General expectations for quote response are listed below:
(a) Routine: Within fourteen (14) calendar days after the site visit.
(b) Urgent: Within five (5) calendar days after the site visit.
(c) Emergency: Within eight (8) hours after the site visit.
(2) Actual quote preparation time will be established in the RFP and the Instructions to Offerors.
(3) Projects will be classified as "Routine" approximately 80% of the time; "Urgent" approximately 15% of the time; and "Emergency" approximately 5% of the time.
9.4.2 Proposal Package
(1) The Contractor's quote package shall be submitted in accordance with the RFQ and the
Instructions to Offerors. Quotes shall be submitted in accordance with instructions within the RFQ for a Task Order.
(2) Proposal packages will generally include the following documents:
• Cover Sheet
• Project Narrative
• RS Means® based quote
• Non-Priced Item Quotations specified or as requested by the CO
• Quote supporting documentation
• Proposed schedule

9.4.3 Cover Sheet
Each TO quote shall include a cover sheet containing date, solicitation number, and title, the Contractor's contact information, acknowledged period of performance, and quoted total cost.
9.4.4 Project Narrative
(1) The project narrative shall clearly demonstrate the Contractor’s understanding of the project scope by providing the following information:
• Acknowledgement of RFI responses issued during solicitation
• Acknowledgement of any amendments issued during solicitation
• Quoted method(s) of accomplishing the work
• Type of site field verification performed
• Anticipated user impacts
• Protection of government property during construction
• Assumptions
• Clarifications and exceptions
(2) Mere recitation of the RFQ requirements, or phrases that refer to the Government's SOW, without sufficient supporting information as to how the work will be accomplished will not suffice enough to illustrate an understanding of the required work. Narratives shall provide enough detail of sufficient level to allow one skilled in building trades to make a sound decision as to the technical viability of the quote.
9.4.5 Contractor’s Quote
(1) The quote shall consist of all line items from within the RFQ for the covered work to be accomplished, as well as any NPIs with written quotes as required.
(2) To assist the Government in the evaluation of quotes, the Contractor may be requested to separate out proposed costs by feature (e.g. for a multi-room renovation, the Government may request to break out costs per room) or by construction type (e.g. repair, minor construction, demolition). If applicable, these requirements will be identified in the RFQ and the Price Schedule.
9.4.6 Quote Supporting Documentation
(1) Supporting documentation demonstrates how the Contactor arrived at quoted price.
Supporting documentation may include, but is not limited to:
• Subcontractor quotes/narratives
• Supplemental drawings/sketches
• In-house calculations

9.4.7 Quoted Schedule
(1) Each quote shall include a construction schedule (if requested); the Contractor’s quoted scheduled must demonstrate a reasonable and realistic sequence of activities which represent all work through the TO performance period.
(2) Schedules shall be developed within the requested period of performance.
(3) Quoted schedules shall consider the major work elements from the detailed cost proposal, as well as submittal reviews, mobilization, material delivery times, anticipated weather delays, final inspection, and closeout. The Contractor’s proposed schedule, when necessary, shall include time for verified long lead materials and equipment; it shall not include unverified/potential delays due to manufacturing or shipping (i.e. supply chain issues).
(4) If the Government has a maximum period of performance, it will be stated in the RFQ.
Contractor’s quoted schedule is expected to meet this requirement; if the Contractor believes it is not possible to meet this period of performance, submit an RFI prior to the quote response date as stated within the RFQ.
(5) In developing the schedule, note that there will be submittals; milestones (such as final inspections); and construction related permits/requests (such as Outage/Closure Requests or Excavation Permits) that require longer lead times for Government coordination/approval. Specific timelines for staging area approvals, airfield waivers, outage requests, and other Government approvals are provided in the section CONTRACT
SCHEDULE/COORDINATING WITH GOVERNMENT ACTIVITIES.
9.4.8 Supporting Personnel
Provide a list of the personnel (reference section KEY POSITIONS) who will be supporting the TO upon award.
9.5 Quote Evaluation
(1) The Government will review the Contractor’s quote for technical acceptability and compliance with the Government’s intent.
(2) The Government reserves the right to reject any proposal that is determined to include unacceptable terms and conditions, unrealistically short or long (without justification) periods of performance, or unrealistically high or low in price.
(3) During evaluation, if the Government determines that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the work, it may not be considered for further evaluation.
9.5.1 Technical Acceptability
(1) As part of the evaluation, the Contractor’s quote will be reviewed to ensure the following:
• The narrative indicates a clear understanding of the work to be accomplished.
• The contractor is proposing means and methods that safely accomplish work in accordance published DoD/Air Force/TAFB standards.
• Quoted schedule demonstrates a reasonable and realistic sequence of activities to accomplish the work within the timelines specified in the TO SOW.
• Supporting personnel are included on the Contractor’s current organizational chart.
(2) Contractor's quote may be used in conjunction with narrative portions of the proposal to determine the Contractor's understanding of the project requirements.
(3) Failure to meet or exceed all requirements and factors, including the period of performance, will render the proposal technically unacceptable.
(4) Negotiations shall not commence until the Contracting Officer determines that sufficient data has been provided by the contractor to clearly and concisely depict a technically sound project proposal.
9.5.2 Price Evaluation
The Contractor’s cost proposal will be reviewed to ensure:
• Quote includes RS MEANS® line items appropriate to the work (i.e., materials, labor mix, equipment).
• Proposed quantities are comparable to the Government estimated quantities.
• Appropriate use of NPIs.
9.6 Negotiations
(1) Treasury Facilities will provide the CO with a technical evaluation of any items requiring negotiations.
(2) Upon receipt of the technical evaluation, the CO will notify the Contractor and schedule negotiations. The Contractor shall be available to negotiate within two (2) business days of notification.
(3) The CO will negotiate, on a line-item by line-item basis, a firm fixed price for the TO.
(a) The negotiations will establish the appropriate line items for the TO, and quantities for each line item.
(b) Unit prices will be verified and discussed only if there is a discrepancy.
(c) NPIs are subject to negotiation.
(d) The Contractor must be prepared to provide quantity calculations justifying the materials contained in the quote.
(4) At the conclusion of line-item cost negotiations, the CO will negotiate a reasonable performance period based upon input from Treasury Facilities and RS Means® daily output data. Provisions for assessing liquidated damages (LD) will be determined on each individual TO by the CO.
9.7 Proposals for Projects in Advance of Funding
(1) In accordance with FAR 52-232-18, Availability of Funds, the Contractor is notified that during the course of this contract, the Contractor may be required to provide quotes in advance of funding. These projects may not have funding available, and there is no guarantee that funds will become available for award of the project.
(2) When issued an RFQ, the Contractor shall prepare quotes for these projects and complete negotiations; the Government shall incur no obligation until such time as funding becomes available and a TO is executed for the project.
(3) No separate compensation for any costs associated with site visits, proposal preparation, and attendance during negotiations will be due to the contractor for projects that are negotiated but are not funded.
9.8 Task Order Award
Upon award of the TO, the CO will schedule a post-award conference; Contractor shall submit performance bonds and certificates of insurance prior to the post award conference when required.

TO:
SECTION VII – INSTRUCTIONS TO OFFERORS, EVALUATION CRITERIA, BASIS FOR AWARD
The Department of the Treasury requires various construction projects such as facility repair/alteration, and real property repair/alteration projects on an as needed basis in an expeditious manner, as directed and detailed within this Request for Proposal and detailed Statement of Objectives and tasks within each IDIQ Task Order.
TCSC will follow the procedures in FAR 13 and 15 to conduct the competition and expected award of a multiple-award IDIQ. The Contracting Officer intends to award multiple IDIQ construction contracts, three (3) at minimum but no more than five (5), to responsible Offerors whose proposal conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government at the lowest price technically acceptable. This is a small business set-aside with preference to those small businesses with the socio-economic status of Woman- Owned Small Business and/or Service-Disabled Veteran-Owned Small Business. Offerors must be certified as a small business, under NAICS 236220, in the System for Award Management (Home | SAM.gov) and the Small Business Search (Small Business Search) at the time of offer submission and award to be considered.
TCSC will utilize the lowest price technically acceptable (LPTA) approach for evaluations in accordance with FAR 13 and 15. The number of contracts awarded will be determined by the Evaluation Board for technically acceptance and the number of responses received.
Upon receipt of proposals, TCSC will verify each contractor followed the formatting directions and does not have an active exclusion in System for Award Management (SAM). Contractor’s with an active exclusion found in SAM will not be considered for award. TCSC will also conduct a responsibility determination in accordance with FAR 9.104-1 and a tax check as required by the Department of the Treasury Acquisition Regulations (DTAR) 1009.70. Tax delinquencies will not automatically disqualify a competing offeror if it can be cleared prior to award.
1.0 COMMUNICATIONS
The Government intends to evaluate proposals and award an IDIQ without dialogue. The initial scenario response should contain the contractor’s best proposal from a technical and pricing standpoint. The Government reserves the right to ask for clarifications, or exchanges, if the CO determines them to be necessary. An Offeror may be eliminated from consideration without further communication if its technical and/or proposals are incomplete, determined to be grossly underestimated, or a simple regurgitation of the requirement.

Proposals rated “technically unacceptable” or “non-responsive” are NOT eligible for award and will be excluded from further consideration. Offerors will be notified in the event that their proposals are eliminated from consideration.
