About this file
This is a Questions and Answers document for RFP 2032H326R00006, a federal construction services contract issued by the U.S. Department of the Treasury.
The solicitation seeks contractors to perform renovation work on the basement locker and shower rooms at the Main Treasury Building in Washington, DC, a National Historic Landmark. The scenario project includes tile replacement (flooring and wall), mortar bed repair, shower curb installation, and drain cover replacement in both men's and women's shower facilities. The work encompasses floor tiles (Daltile Everest White 12x12 matte finish square blocks) and wall tiles (Daltile Restore Bright White 4-1/4 inch glossy ceramic), with shower drains remaining in place and no plumbing work included. Work will be performed during standard hours of Monday through Friday, 7:00 AM to 3:30 PM, though individual task orders may specify different hours. The Treasury facility will provide a small staging area for materials, but no trailers are permitted onsite. All workers must be U.S. citizens; no security escorts are required. This is a 100% small business set-aside with preference to Woman-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses, evaluated under a lowest-price technically acceptable (LPTA) methodology. The Government intends to award at least three IDIQ contracts with flexibility to award up to five, with a total ceiling of $40 million and individual task orders ranging from $2,000 to the full IDIQ value. The contract period is 60 months (five years) with a base year plus four option periods. Pricing proposals must use RSMeans Building Construction Costs with the Washington, DC cost index and apply a single coefficient to RSMeans data. The proposal submission deadline is April 13, 2026, at 12:00 PM ET, with past performance questionnaires due March 27, 2026. Payment and performance bonds equal to 100% of the original task order price are required.

RFP 2032H326R00006 QUESTIONS
1. The RFQ p. 41 (Scope) says work is to be performed after hours. RFQ page 43 (Hours of
Operation) says Monday through Friday from 7am to 3:30 pm. Please confirm the work hours for this seed job.
Standard hours are generally Monday through Friday from 7AM to 3:30PM; however, this may change at the order level depending on the Government’s need.
For the scenario, work hours are set to the standard hours of 7AM to 3:30PM.
2. RFP Section VII, 4.0: Can the government confirm if both redacted and unredacted copies are in fact required? And if so, which volumes apply?
Only a redacted technical response is needed. An unredacted version is not needed. The Cover Letter should not be redacted. The Contracting Officer/Contract Specialist will redact Past Performance documents.
3. RFP Section VII, 6.2: May offerors submit CPARS in lieu of new PPQ forms submitted directly to the Government? Such existing federal-form evaluations are designed for this purpose and would evaluate the relevant categories. Evaluators/references are often reluctant to complete new evaluations when existing evaluations are already available and have already been completed for this type of situation and purpose. In addition, over a five-year recency look-back, references are very often no longer available. These are circumstances that are beyond an offeror’s control and that can impact proposal scores unnecessarily and an offeror’s ability to present its most recent and relevant work. Allowing such existing evaluations – in lieu of new PPQ forms – helps offerors provide the best experience information and most thorough proposals possible for the Government’s consideration and to the Government’s potential benefit. And because they would be evaluations on official, federal forms, they would still allow the Government to assess offeror past performance effectively.
Submitting CPARS in lieu of PPQ forms is acceptable. Please understand the Government may review additional CPARS at its discretion.
4. What is the existing tile brand, type and color?
For the scenario project please see the specification below for both the flooring and wall.
Walls: Daltile - Restore (COLOR) Bright White 4-1/4 in. x 4-1/4 in. Ceramic Wall Tile / Finish – Glossy
Floors: Daltile – (COLOR) Everest White square block 12x12 / Finish - Matt
5. The RFQ, page 10 of 89, states: “The attached form (Attachment 1 and 2) reinforces compliance with FAR 52.219-14, Limitations on Subcontracting, which mandates that small business preference program prime contractors (8(a), WOSB, HUBZone, and SDVOSB firms) perform a prescribed percentage of work with their own personnel.” This form does not seem to be included in the RFQ or posted on the sam.gov web page for this solicitation. Can the Government provide it?
Please see those two forms attached to this amendment of the RFP.
6. Volume III requires a Reference list submitted by 13 March and new PPQ evaluations by 20 March. Due to pending RFI responses and clarifications anticipated, which may impact each offeror’s project selections in a significant way, we are requesting that these dates be adjusted to after RFI responses or at least to March 20 and March 27, respectively, allowing offerors to provide new evaluations no later than the due date and time for submission, which is customary on behalf of POCs.
Due to the number of questions and corrections, PPQs shall be provided no later than 27 March 2026; 12PM ET. See Summary of Changes.
7. Can you please provide a task order size that will be used on this contract vehicle. (100K to 250K) etc.?
Task orders may range anywhere from $2000 to the value of the IDIQ, at the time of order execution, not exceeding the remaining total value of the IDIQ. This is to allow for greater flexibility at the benefit of the Government; however, there is no expectation that any given order will exceed the annual ceiling.
The annual ceiling may adjust to absorb any remaining available ceiling at the start of the pending option year. This does not remove the Government’s ability to shift annual ceilings to accommodate its workload.
8. Will the contractor be required to have a trailer onsite to service this contract. Or will the facility provide office space for the superintendent?
No trailers will be allowed onsite. Treasury can find a small area for placing your existing materials for a project. Tools and equipment will be required to be brought on site on a daily basis.
9. Will the contractor be required to provide Porta Johns or will we be able to use the facility restrooms?
Treasury will allow access to contractor specific bathroom facilities at the order level.
10. The PPQ’s can they be existing ones that we have on hand that are complete or do we need new ones for the submission?
If submitting a PPQ, please use the PPQ provided with this RFP or reference question #3 for alternatives.
11. Can the facility please explain the management approach requirement. Is this for the task for pricing or the overall contract?
Management approach is for the overall approach to the IDIQ and its resultant orders. See Summary of Changes for additional updates.
12. The RFP, on p. 1, lists the site visit as being on Marh 11, 2026 at 10 AM. Where should attendees meet? Is any information (attendee names, etc.) required prior to the site visit?
This information was forwarded separately to those who inquired via email. This was not clear within the RFP because a site visit for the scenario project was never intended to be mandatory.
13. As per RFP section 6. Description of Factors sub-section 6.1.2 Staffing Plan (Page 79 of 89), it states that the offeror shall submit an initial staffing plan using the template at Attachment 1.
There was no Attachment 1 provided with the RFP documents. When will this Attachment 1 be shared?
Please see answer to question #5
14. As per RFP section 6.2 Volume III - Past Performance (Page 80 of 89), it states "The Government will evaluate the Past Performance Elements specified in the Past Performance Questionnaire (PPQ), Attachment A". There was no attachment A provided with the RFP docs. Can the government please share Attachment A- PPQ template? Or can we use a PPQ template from a different RFP?
Please see ATTACHMENT A – PAST PERFORMANCE QUESTIONNAIRE within the RFP on page 86 of 89.
15. As per RFP section 4.0 Complete Quotation Format (Page 78 of 89), it states "The contractor’s response shall consist of one Cover Letter addressed to Mr. Christian Fowler and Ms. Arlene Davis with the company’s contact information followed by three (3) separate volumes as detailed below. Volume I – Technical; Volume II – Past Performance; Volume III – Price; IV – Clauses and Provisions." Should it be Four (4) Volumes instead of three (3)? Please clarify.
Correct. There should be four volumes listed. See Summary of Changes – Amendment #2.
16. As per RFP section 4.0 Complete Quotation Format (3rd Paragraph of this section - Page 78 of 89), it states "Volume III – Past Performance, will be redacted once received by the CO. There is no need to redact Volume III or IV." As per the Required Documents table under this section (Page 78 of 89), Past Performance is supposed to be included in Volume II and NOT Volume III.
Please clarify the following questions:
• Can you please clarify if Past Performance goes in Volume II or Volume III?
o Past Performance is a volume on its own - Volume II
• Can you please confirm that Past Performance Volume does NOT need to be redacted?
o Past Performance does NOT require redaction.
• Can you please confirm that only Volume 1 - Technical has to be redacted?
o Volume I – Technical, must be redacted.
17. Please confirm that the government does NOT expect to receive a NON-Redacted version of Volume 1 - Technical along with the Redacted version of Volume 1 - Technical.
Correct. The Government does not need a redacted and nonredacted version for Volume I. Please see the Summary of Changes to correct this text. See Summary of Changes – Amendment #2.
18. One the SAM. GOV Solicitation there is a file there named 2032H326R00006 Scenario Drawings and the access is controlled. When or will we have access to that file?

21. Is there a vetting process or any forms that need to be completed prior to attending the site visit?
This information was provided separately. See answer to question #12.
22. Table 1 on page 78 says Attachment E is the PPQ form but there is an Attachment A on pages 86- 87 please confirm that attachment A is what we should be using.
Attachment A is the Past Performance Questionnaire. This is now corrected in the Summary of Changes – Amendment #2.
23. Is it acceptable to label the volumes as indicated on Table 1 and then label the files themselves as indicated on page 79? Or do they need to be both labeled as indicated on page 79 because the wording is different.
See Summary of Changes (Amendment #2) for updates for Volume naming conventions and additional updates

The written number "sixty-six" in Clause 52.217-9 on page 48 appears to be a typographical error; please confirm this and correct via amendment if necessary.
This typographical error has been corrected to “sixty months.” Please see the Summary of Changes.

Can the Government confirm that the PPQ submission deadline of March 20, 2026 is intentionally set 7 calendar days prior to the proposal due date of March 27, 2026? If a reference fails to submit a completed PPQ by the March 20 deadline, will the offeror be notified prior to the proposal due date so that corrective action can be taken? Additionally, what Past Performance rating will be assigned to an offeror whose reference(s) do not submit a PPQ by the deadline, will that offeror receive a Neutral rating, or will they be evaluated solely on any CPARS data available in publicly accessible databases? Also confirm, if CPARS are acceptable in lieu of PPQs.
PPQs are now due on 27 March 2026; 12PM (noon) ET. Please see the Summary of Changes
