About this opportunity

The Space and Missile Systems Center plans to release a solicitation on or after October 23, 2019 seeking proposals to establish and operate the Tools, Applications, and Processing Laboratory as a government-controlled research facility in Boulder, Colorado, and to provide support services for the Overhead Persistent Infrared Battlespace Awareness Center at Buckley Air Force Base in Colorado. The predominant contract type will be cost-plus-fixed-fee, and proposals will be evaluated based on technical approach, past performance, and price. The deadline for receipt of proposals is 30 days after final solicitation release.

This will be a small business set-aside awarded under NAICS code 541715 for scientific research and development services, with a size standard of 1,250 employees. Current incumbents include NDP, Lockheed Martin, and Centil. The place of performance will be the TAP Laboratory in Boulder, Colorado and the OBAC at Buckley Air Force Base. The support services are for an initial period of one year, with four one-year options, and are valued at approximately $50 million over five years.

Amendment 1: The posting is updated with responses to industry questions, which resulted in administrative corrections and clarifications as documented in the attached list of questions. It also corrects FAR 52.244-02 Subcontracts to the required SMC Deviation version. The model contract, Attachment 5 and Section L were changed as noted and the amended versions here supersede those originally posted. Offerors shall propose in accordance with entire RFP, including the amended documents, and acknowledge the amendment in their proposal's contract volume. The proposal due date remained unchanged.

The Space and Missile Systems Center (SMC) - Space Development (DC) seeks proposals from vendors capable of meeting the requirements described in this Request for Proposal (RFP) as the prime contractor. This notice seeks industry proposals on the attached RFP for the potential Government acquisition of the Tools, Applications, and Processing (TAP) Laboratory and Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) Support Services (TLOSS). This action is expected to result in a predominately Cost-Plus Fixed Fee (CPFF) contract and is being solicited as a Small Business set aside under 541715 Size Standard 1,250.  This RFP does not commit the Government to making an award.

The purpose of this acquisition is for a performance-based support services contract to stand up a government controlled and managed data exploitation Research, Development, Test and Evaluation (RDT&E) capability called the Tools Applications and Processing (TAP) Lab, currently under demonstration in Boulder Colorado.  The TAP Lab will provide an unrestricted RDT&E innovation environment for enhancing and/or developing new operational capabilities while also providing an environment accessible to other Department of Defense (DoD), Civil and Commercial Users to find new innovative uses of remote sensing data. The acquisition will also support the Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) co-located with the Space Based Infrared System (SBIRS) Mission Control Station located at Buckley AFB Colorado.  Capabilities, once verified under the Tab Lab for operational utility, will be promoted and integrated into the operational system at the OBAC which will be managed by the contractor.

An Industry Day site visit was previously held following the release of the Draft RFP.  As stated in the Draft RFP notice, that was the sole opportunity for interested parties to view the site.  The slides, company attendee list, submitted industry questions and responses to them are provided as informational attachments to this notice.  The RFP takes precedence over any responses to questions.

Space and Missile Systems Center, Space Development (SMC/DC), intends to award the contract in 2QFY20.

The Bidders Library contains information subject to the Arms Export Control Act.  The Bidders Library is available upon request to eligible offerors that are authorized to access unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODI 5320.25.  Potential offerors who are capable of performing as a small business prime or its subcontractors and desire access to the information will need to provide the following information to the Contracting Officer for a security review and access approval.  Potential subcontractors must identify the prime contractor they are working with.  The security process normally takes a 2-3 business days.  The access instructions will be sent to approved parties starting on 24 Oct 19.
