About this opportunity

The U.S. Fish and Wildlife Service is soliciting quotations for light asphalt rehabilitation services at the Erwin National Fish Hatchery in Unicoi County, Tennessee, including milling, crack repair, overlay resurfacing, seal coat application, and thermoplastic pavement markings across approximately 4,000 square yards of roadway and parking areas. The work encompasses rehabilitation of the Federal Hatchery Road (Route #010), Visitor Parking (Route #900), Overflow Parking (Route #901), and Museum Parking (Route #902). Key contract requirements include strict traffic disruption limitations (Federal Hatchery Road shutdown cannot exceed five business days for milling/overlay, three business days for seal coat, and three business days for pavement marking, with a maximum total of fifteen business days), completion of seven full-depth core samples for density and thickness testing, compliance with prevailing wage requirements under Davis-Bacon regulations, submission of a technical proposal addressing work sequence and quality control methods, and provision of bonds as specified. Award selection will be made on a best value basis considering price and non-price factors including technical capability, relevant experience (with preference for contractors with prior FWS or Department of Interior experience and those located in the geographical area), quality control approach, and schedule/performance risk. The deadline for submission of quotations is March 31, 2026 at 1700 hours local time.

This is a Total Small Business set-aside acquisition, meaning only Small Business concerns are eligible to submit quotations; offers from non-small businesses will be rejected as nonresponsive. There are no identified incumbent contractors referenced in the solicitation materials. The estimated contract value ranges between $100,000 and $250,000, with a Firm-Fixed-Price award anticipated. The contractor must commence work within 14 calendar days of receiving the notice to proceed and complete all work within 180 calendar days thereafter, with the anticipated period of performance running from May 18, 2026 through November 14, 2026. A bid guarantee of 20 percent of the bid price (or $1 million, whichever is less) is required; payment bonds are required for awards exceeding $35,000, and both payment and performance bonds at 100 percent of contract price are mandatory for awards exceeding $150,000. The work will be performed at the Erwin National Fish Hatchery located at 520 Federal Hatchery Road in Erwin, Tennessee, with site visits strongly encouraged but not mandatory.
