About this file
This document is a Statement of Work (SOW) and Work Plan for light asphalt rehabilitation construction services at the Erwin National Fish Hatchery in Erwin, Tennessee (Project No. T25R1). The work includes rehabilitation of Route #010 (Federal Hatchery Road), Route #900 (Visitor Parking), Route #901 (Overflow Parking), and Route #902 (Museum Parking) located at 520 Federal Hatchery Road.
The project involves surface preparation, crack and pothole repair, tack coat application, hot-mix asphalt paving, seal coat application, and thermoplastic pavement markings. Route #010 requires milling 1.5 inches and placing 1.5-inch overlay (approximately 1,876 square yards for the road and 418 square yards for the loop); Routes #900, #901, and #902 require scarifying and placement of 2-inch overlays (1,480, 119, and 217 square yards respectively). Hot-mix asphalt must be produced from all new materials with compaction to at least 91% of maximum theoretical density. The contractor must complete seven full-depth core samples for density and thickness testing. Road traffic disruption limitations are strict: Federal Hatchery Road shutdown cannot exceed five business days for milling/overlay/protection, three business days for seal coat, and three business days for pavement marking, with a maximum total of fifteen business days shutdown for any asset. The Period of Performance is 180 days from Notice to Proceed, with potential extensions for weather delays. The work is subject to USFWS Region 4 IMB Division 01 Specifications for Construction Projects, USFWS Erwin NFH Transportation Assets Specifications for Asphalt Overlay, and Tennessee Department of Transportation Standard Specifications for Road and Bridge Construction (2021). A Pre-Construction Meeting is required, and the contractor must coordinate with the Hatchery Manager regarding scheduling, equipment storage, and site access.
