The project aims to increase forest health and resilience by addressing issues such as insect infestation, disease, and wildfire risk through commercial timber harvest, non-commercial thinning, fuels reduction, whole tree yarding, and road maintenance. Key objectives include improving forest ecosystem conditions and achieving land management goals that benefit local rural communities. The contract will be awarded using a best-value source selection method, with evaluation criteria focusing on technical approach, past performance, and local community benefit. The government anticipates issuing a formal Request for Quotes around May 15, 2025, with all work to be completed by December 31, 2028.

The contract is not set aside for any specific business category and will be open to full and open competition under NAICS code 115310 with a size standard of $34 million for Fuels Management Services. The project covers approximately 12,742 acres near Chemult, Oregon, with an estimated total timber volume of 152,831 tons across multiple units. Contractors will be responsible for commercial timber removal, with specific focus on areas near Highway 138 and Highway 97, adjacent to Crater Lake National Park. The contract will be structured as a firm-fixed price commercial services contract, with work spanning multiple optional project units and requiring precise forest management techniques including selective tree removal, fuels reduction, and road maintenance. Potential contractors must be registered in the System for Award Management (SAM) and prepared to meet detailed technical specifications for forest treatment and environmental preservation.
