About this file

This document is a Design Features attachment for the Tiny G-Z IRSC Contract for the Chemult Ranger District, dated March 2025. The primary objective is to guide the contractor's sale preparation and project implementation, focusing on Optional Units 1-4. Key implementation requirements include developing a detailed treatment plan that identifies and classifies treatment types such as timber removal and cut-skid-deck operations, with specific emphasis on maximizing fuel break prescriptions in areas dominated by fire-resistant ponderosa pine.

The document provides precise guidelines for unit delineation, including requirements for handling overlapping treatments, managing dead and dying trees, and addressing specific environmental considerations like White Bark Pine populations. Treatment approaches vary based on forest conditions, with prescriptions for lodgepole pine stands including overstory removal in declining areas and variable density thinning in healthy stands. The Forest Service will provide additional species information and protection measures for White Bark Pine by July 30, 2025, to be incorporated into the project planning.

Tiny G-Z IRSC Design Features

The main objective of the Tiny G-Z Contract is for the contractor to carry out necessary sale preparation and then implement the project. This document provides context and outlines objectives to guide the work and ensure the project meets its intended goals.

Item 4: Implementation Plan and Preliminary Project Area

The focus of Item 4 is to apply the appropriate treatment prescriptions and service items to maximize the area of commercial removal and fuel reduction. Service work should only be included where necessary to achieve the desired results, avoiding unnecessary treatments in areas that don’t require them.

Identification of Treatments The contractor will develop an implementation plan for Optional Units 1-4. During reconnaissance of the project area, treatment types must be identified and clearly distinguished. Some areas may require multiple treatment methods (e.g., timber removal combined with cut, skid, and deck), which should be noted and accounted for in the planning.

A goal is to implement the fuel break prescription as shown on the map, ensuring the treatment maximizes areas dominated by fire-resistant ponderosa pine. In regions where there isn't sufficient residual ponderosa pine, the lodgepole pine prescription should be applied to balance the age and diameter classes of the trees.

Treatment types shall be split into units and classified as the following:

- Timber Removal o Areas with 30 square feet per acre basal area of merchantable trees designated for removal as identified in Attachment 4 shall be identified as a Timber Removal treatment type.

o Of the two Lodgepole Pine prescriptions, Lodgepole overstory removal prescription should be applied in areas where the overstory lodgepole is in decline and there is another ag. In otherwise healthy lodgepole pine stands, the variable density thinning prescription should be applied.

- Cut, skid, and deck: Timber removal areas, Natural Stands, and Plantations o Notes on units will provide service work recommendations and rankings based on how far from the end result the treatment area is in comparison to other units.

Unit Delineation Units shall be delineated according to the following criteria:

- Treatment type

- Applicable DxP Prescription

Chemult Ranger District | March 2025

- The control feature should be split into its own units so it can be identified separately and prioritized for treatment at the time of contract modification.

- Overlapping treatments should share a common boundary.

o i.e. Overlapping treatment units must share common boundaries. For example, if only part of a timber removal unit requires CSD, it should be split into two separate units:

o Ex) Unit 1: Timber removal and CSD, Unit 2: Timber removal.

o This delineation best supports Forest Service activity tracking.

- There are areas of burned dead and dying trees in Units 1 and 2. Dead and dying trees less than 21” DBH that meet merchantability specification in A.2 shall be removed. Otherwise, these areas should be appropriately delineated and removed from units. If dead and dying trees are removed, retain 5 snags per acre.

White Bark Pine In Optional Unit 4 and along the Crater Lake National Park Boundary in Optional Units 1 and 2 there is a modeled population of White Bark Pine. Following award and by July 30 2025, the USFS will provide the contractor with specie information/locations and any protection measures and design criteria that need to be accounted for in Item 3.
