About this opportunity
The General Services Administration Public Buildings Service is soliciting expressions of interest from lessors for office space in Portland, Maine, with responses due October 6, 2026.
The procurement seeks 5,298 to 5,509 assignable square feet (ABOA) of fully serviced office space within a delineated area bounded by Route 302, Interstate I-95, Interstate I-295, and US Route 1 in the Portland/Scarborough region. The lease term runs 180 months total with a firm term of 120 months and no option term; estimated occupancy is October 1, 2027.
The facility must provide 2,619 usable square feet of designated special space comprising secure vaults, a communications room, and secure storage. Eighteen secure surface-level parking spaces reserved exclusively for government-owned vehicles are required. The building must feature 24/7 HVAC for a server room, a loading dock, and freight elevator. Space must be located above the first floor but not on the top floor, though single-story facilities are acceptable, and must be contiguous.
Significant exclusionary requirements apply: the building must be at least 1,000 feet from residential areas, places of worship, schools, hospitals, prisons, abortion clinics, mental health or drug rehabilitation clinics, and day care facilities; cannot be located in shopping malls or centers; cannot contain public parking underneath, within, or directly adjacent; cannot be shared with other agencies; and cannot be located in the 1-percent-annual-chance floodplain. All space must meet government standards for fire safety, accessibility, seismic resilience, and sustainability.
Submissions should be directed to Eduardo DePina, Lease Contracting Officer, at Eduardo.depina@gsa.gov. The estimated market survey date is November 6, 2026.
