About this file

This is a Pre-solicitation Notice of Lease Requirement issued by the General Services Administration (GSA) Public Buildings Service seeking expressions of interest for office space in Portland, Maine.

GSA requires a fully-serviced lease for approximately 5,298 to 5,509 Assignable Square Feet (ABOA) of office space within a delineated area bounded by Route 302, Interstate I-95, Interstate I-295, and US Route 1 in the Portland/Scarborough region. The facility must include 2,619 Usable Square Feet (USF) of designated special space comprising secure vaults, a communications room, and secure storage, plus 18 secure surface-level parking spaces reserved exclusively for government-owned vehicles. The space must be located above the first floor but not on the top floor (though single-story facilities may be considered), must be contiguous, and must feature a loading dock and freight elevator. The facility requires 24/7 HVAC service for the server room and must comply with government fire safety, accessibility, seismic, and sustainability standards, and cannot be located in the 1-percent-annual-chance floodplain.

Specific exclusionary requirements prohibit the facility from being within 1,000 feet of residential areas, places of worship, schools, hospitals, prisons, abortion clinics, mental health facilities, drug rehabilitation clinics, or day care facilities; located in shopping malls or centers; or containing public parking underneath, within, or directly adjacent to the building. Space cannot be shared with other agencies. Prospective lessors must submit expressions of interest by September 24, 2026, including building information, contact details, square footage and rates (both ABOA and Rentable Square Feet), and operating costs. The estimated market survey is October 26, 2026, with estimated occupancy on October 1, 2027. The lease term is 180 months total with a 120-month firm term. Submit responses to Eduardo DePina, Lease Contracting Officer, at Eduardo.depina@gsa.gov.
