About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking to procure twenty-eight standard portable latrines and twenty-eight handwashing stations to support Task Force 489 operating within the Joint Operations Area of Joint Task Force-Southern Border. The contractor must deliver all equipment fully functional with original parts and fully stocked with necessary supplies including toilet paper, paper towels, hand soap, and hand sanitizer in accordance with the operator's manual and Performance Work Statement requirements. Key contract requirements include weekly cleaning and maintenance services, waste removal, emergency repair capabilities within 24 hours, and replacement services within 48 hours if needed, with all equipment capable of withstanding winds up to 30 mph. The government will evaluate offers based on price and conformance to solicitation requirements under a firm-fixed price contract structure. Critical deadlines include questions due by August 8, 2025, and proposal responses due by August 15, 2025, at 3:00 PM CDT.

This opportunity is designated as a Total Small Business set-aside under NAICS code 562991 for Septic Tank and Related Services, with no incumbent contractors identified as this represents a new service requirement. The contract structure includes an initial 43-day base period from September 1 to October 13, 2025, followed by five option years spanning from September 2025 through August 2030, with each option year requiring the same quantities of 28 portable latrines and 28 handwashing stations. While no specific award values are provided in the documentation, the multi-year contract structure suggests a substantial procurement opportunity for the successful small business contractor. The primary place of performance is Laredo, Texas, with three additional units to be located in nearby Zapata, Texas, supporting approximately 50 personnel throughout the operational area. The government reserves the right to adjust quantities and locations based on changing mission requirements related to the Presidential National Emergency Declaration for Southern Border operations.
