About this file

This document is an Amendment 001 for a U.S. Army solicitation (W9124J25QJC01) for portable latrine and handwashing station services in Laredo and Zapata, Texas. The amendment addresses contractor questions regarding the solicitation, clarifying key details such as service requirements, location specifics, and operational expectations. Most latrines will be located in Laredo, with three additional units in Zapata, and the service is a new requirement rather than a contract renewal. The contractor will be responsible for providing all personnel, equipment, supplies, transportation, and services necessary for portable latrines, with no water provided by the government. Cleaning services will be performed at least once per week, with an anticipated usage of approximately 50 personnel throughout the week. The solicitation closing date remains unchanged, set for 15 August, and the point of contact is SSG Jasper Cruz.

TF 489 Latrine Questions from KTR

Question: Are you able to provide a budget?

We are unable to provide a budget range for this solicitation.

Question: When the latrines are serviced during the week are there time restrictions?

No restrictions, the preferred days would be on Thursdays to accommodate the current OPTEMPO, but the RA is flexible.

Question: Will this be replacing old latrines?

The service is not currently being performed in the locations given.

Question: Are all latrines going to be in one area or will they spread out and if they are, are you able to provide a map for the location site?

The locations are listed in Attachment 1: Estimated Workload Data. Most of the Latrines are in Laredo, TX with three latrines in Zapata.

Question: Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

There are similar requirements (W911SG23P0014), but the specific requirements in the solicitation are new.

Question: Will water be provided by the government?

The government will not be providing water. Per the PWS, “ The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide portable latrines and handwashing stations”.

Question: Is there a designated or proposed disposal area?

The disposal area is at the discretion of the Contractor provided they remain in accordance with local, state, and federal laws and regulations. Please see PWS sections 5.2.1.9 – 5.2.1.11and 5.2.2.3 – 5.2.2.5 for further guidance.
