About this opportunity
The Naval Medical Research Center, through the Department of the Navy Naval Supply Systems Command, has issued a Special Notice announcing its intent to award a sole source contract to Haemonetics Corporation of Boston, Massachusetts for maintenance services of three TEG5000 Thromboelastograph Hemostasis Analyzer devices. The notice is posted for informational purposes and is not a request for competitive proposals, though the government will consider all responses received. The equipment is located at the Naval Medical Research Unit San Antonio (NAMRU-SA) at JBSA Fort Sam Houston, Texas, where the devices support critical hematological research analyzing blood clot characteristics and hemostasis for potential battlefield medical applications. The contract covers serial numbers S012007433/ECN 106850, S012007435/ECN 106581, and S091907315/ECN 106849, with responses due by July 14, 2025.
The purpose of this procurement is to establish an annual extended service agreement providing comprehensive maintenance support for specialized medical research equipment used in trauma and controlled-hemorrhagic shock studies. The contract structure includes a 12-month base period with four 12-month option periods, totaling 60 months of potential service coverage. Key requirements include two on-site preventative maintenance inspections per year, unlimited 24/7 technical telephone assistance, and on-site emergency call service during normal business hours, with all parts, labor, and travel expenses covered by the contractor. The sole source justification is based on Haemonetics Corporation being the exclusive manufacturer of the proprietary TEG5000 analyzers, as third-party maintenance could void existing warranties and only the original manufacturer possesses the necessary proprietary technology, software, and design knowledge to perform the required maintenance services. Equipment not currently under warranty or service agreement will be subject to pre-contract inspection before finalizing the agreement.
