Solicitation FA3099-18-R-0013, Repair Taxiway Bravo is now available. The documents have been uploaded on this site.
Laughlin AFB Base in Del Rio, TX is requesting for proposals to Repair Taxiway Bravo. This acquisition will be a Firm Fixed Price contract with an estimated delivery date of 273 calendar days broken down into 8 Notice-to-Proceed (NTPs). Please see solitation documents for additional details of the type of work that each NTP consits of.
The work called for in this contract requires extensive scheduling and coordination because of the daily airfield operations. Contractor will provide all labor, equipment, plant, materials, transportation, and all incidentals required to repair Taxiway Bravo. Work shall include, demolishing existing Taxiway, concrete paving of new Taxiway, widening Taxiway to 75 feet, providing filets at Runway intersections, providing asphalt shoulders, and installing LED edge lighting and circuitry. Since the Taxiway is being widened, a fair amount of utility work will be involved. This work shall include relocating existing manholes, ducts, and circuits on both sides of current Taxiway, relocating a pad mounted switch which borders the current Taxiway, and tying in the new edge lighting circuit to the current airfield circuitry. The Contractor shall ensure that all construction work complies with the 100% Design Drawings (Atch 1) and Specifications (Atch 2) and with applicable State, Federal and Air Force requirements, codes and standards.
There will be an organized site visit planned for this solicitation, the correct time and location is included in the solicitation.
In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $1,000,000.00 and $5,000,000.00.
All prospective offerors must be registered in the System for Award Management (SAM) to award. Registration may be accomplished at website, https://www.sam.gov. This project is being solicited as a HUBZone Set Aside. Only those firms that are registered as a HUBZone will be eligible for award.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. An award prior to September 30, 2018 would require the contractor to begin performance within 90 days of the award date in order to meet Bona Fide Need..

Laughlin AFB, TX located in Del Rio, TX is considering a Taxiway repair project. This taxiway has been closed since 2005 due to not having a filet at the intersection of Runway 13L-31R. Degradation has caused the Taxiway to become a potential cause of Foreign Object Damage (FOD). The contractor will be required to provide all labor, equipment, plant, materials, transportation, install Taxiway edge lighting and circuitry, and relocate all associated manholes, ducts, and electrical equipment to repair the Taxiway including all incidentals to repair any damages between the Taxiway and Runways. Work includes asphalt pavement demolition, installation of aggregate base and drainage layer, concrete paving, storm drainage modifications, fine grading, electrical utility work and any other incidental related work. Work will be allowed to use a mix of non-flying hours and flying hours. However, all work within 100 feet of the runway will need to be completed during non-flying hours. Flying hours are typically M-F (0700-1900) and Sundays (1400-1800). Once every three weeks there is night flying where the weekday flying times could extend up to midnight.
The government will include 100% designs when the solicitation is posted.
The tentative date to issue solicitation is the last week of July 2018. The period of performance will be based on multiple notice to proceed (NTPs).
In accordance with FAR Part 19.1305, this requirement will be competed among SBA Certified HUBZone concerns ONLY.
The magnitude of the requirement is between $1,000,000 and $5,000,000.
