MEMORANDUM FOR RECORD

SUBJECT: FA3099-18-R-0013, Repair Taxiway Bravo; Amendment 02; Questions and Answers (Q&As)

1. Will all the current concrete will need to be demolished?

Yes, per specifications all current concrete and pavement will need to be demolished and replaced with new concrete and pavement.

2. Can the sign-in sheet used during the 04 Aug 18 site visit be posted?

Some offerors may have provided their personal phone number, therefore, the phone number are not visible. Sign-in sheet is included with this document on page 2.

3. The SOW and plans are not clear on whether the runways can be shut down during normal working hours, with prior arrangements.

Refer to “SOW Attachment 1, 100% Design Drawings”, page G-01 section Work

Affecting Laughlin AFB Operations for information on shutting down a runway. It is expected that each affected runway will have to be shut down during certain work. Only one runway will be allowed to be shut down at a time.

4. What portion of the project will be done at night or weekends if any?

Refer to “SOW Attachment 1, 100% Design Drawings”. Page G-02, notes 1 and 2, state that any work within 100 feet of the edge of a runway can only occur while said runway is closed. Closure times for runways include; nights, weekends, and runway shut downs.

5. Can the gates off Highway 90 be used to get onto the airfield instead of entering through the West Gate and traveling through the base?

Using gates off Highway 90 requires base-wide coordination, offerors must anticipate using the West Gate only.

6. Will the government provide water and electric at the laydown area at no charge to contractor?

Contractor should assume that water and electric will not be provided by the government.

7. Will a crane be allowed to operate at the laydown yard area…and if so are there any restraints/restrictions?

While cranes are allowed, all temporary structures and equipment to be used for the project are to be specified on the FAA Form 7460-1. There are no set restrictions but all proposed structures and equipment are subject to approval by the FAA determination and Laughlin AFB. Refer to “SOW Attachment 3, Laughlin AFB Division 01 Specs” paragraph 4-5.2.2 for more information on FAA Notice of Construction.

8. What are the restraints/restrictions concerning onsite concrete batch plants? (ie…height restrictions, lighting requirements, etc…)

The location of the batch plant will need to be coordinated with the Contracting Officer.

All temporary structures and equipment to be used for the project are to be specified on the FAA Form 7460-1. There are no set restrictions but all proposed structures and equipment are subject to approval by the FAA determination and Laughlin AFB. Refer to “SOW Attachment 3, Laughlin AFB Division 01 Specs” paragraph 4-5.2.2 for more information on FAA Notice of Construction.

9. Can the contractor use the Temp Gate to Highway US 90 for incoming construction trucks? If so will Laughlin provide security for those construction trucks?

Using gates off Highway 90 requires base-wide coordination, offerors must anticipate using the West Gate only.

10. Will contractor be required to repair or replace any sections of the access roads if damaged by reasonable and expected construction use?

Refer to “Laughlin AFB Division 01 Specs” paragraph 7-4 section “f” for information on work area conditions. Entire working area shall be left in condition equal to or better than the condition that existed before work started. Also, any applicable clauses such as 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements, will be enforced when applicable. It is recommended for the contractor to take all necessary pictures prior to commencing construction. In addition contractor is responsible to comply with all terms of the contract (e.g. see Statement of Work (SOW) Attachment 2, 1.4.3 Protection Plan).

11. Will vacuum trucks be required for FOD control…and if so how many?

Contractor will be required to use vacuum sweeper/s and FOD sweeper/s. Refer to

“SOW Attachment 3, Laughlin AFB Division 01 Specs” paragraph 4-5.5, sections b and c, for information on vacuum sweepers. Sweeping machines with non-metal brushes are required. Also, see paragraph 4-5.5 section “g” for FOD Plan requirement. A quantity of vacuum trucks is not set but see “SOW Attachment 2, Design Specifications” Paragraph 4-5.5 section a and b.

12. Will escorts or flaggers be required inside the airfield?

Refer to “Statement of Work” paragraph 2.2.6 and “SOW Attachment 3, Laughlin AFB Division 01 Specs” paragraph 4-5.6 for information on flaggers. The route to the work site will require the crossing of Taxiway Alpha, a flagger will be required on the side of Taxiway Alpha prior to crossing to ensure planes are not traveling down the Taxiway.

Refer to “SOW Attachment 3, Laughlin AFB Division 01 Specs” paragraph 4-3 for information on escorts. Paragraph 4-4 has information on Free Zone Requirements. An approved Free Zone will alleviate the need of having an escort present at all times. All escorts required will be provided at no additional cost to the contractor.

13. Can stockpiles and equipment be left during non-working hours at the worksite location…and if so are there any restraints/restrictions?

Equipment and stockpiles desired to be left at the worksite will be subject to approval from Airfield Management. Items left at the worksite will be kept to a minimum, if it can be moved relatively easily, it is expected to be moved to the laydown yard. Refer to “Statement of Work” paragraph 2.1.6 for more information.

14. Offerors should acknowledge by returning a signed copy of this amendment, SF30 Amendment 02, or providing acknowledgement under block 19 of the original solicitation (SF 1442). Any questions regarding these matters may be addressed with Kurt C. Armbruster at
