STATEMENT OF WORK
Repair Taxiway Bravo Project Location: Laughlin AFB, TX
Base Project Number: MXDP 16-1053 20 July 2018
1.0 INTRODUCTION
This project is to repair the closed portion of Taxiway Bravo and bring it up to current standards. The section between the center and outside runways has been closed since 2005 due to the fact that it does not have a filet at the intersection of Runway 13L-31R. Since then, degradation has caused the Taxiway to become a potential to cause Foreign Object Damage (FOD). The contractor will be required to repair the Taxiway between Runways 13L-31R and 13C-31C, install Taxiway edge lighting and circuitry, and relocate all necessary manholes, ducts, and electrical equipment. Airfield operations will be ongoing during construction and measures shall be taken to ensure the least amount of impact possible.
2.0 SCOPE OF WORK
Provide all labor, equipment, plant, materials, transportation, and all incidentals required to repair Taxiway Bravo. Work shall include, demolishing existing Taxiway, concrete paving of new Taxiway, widening Taxiway to 75 feet, providing filets at Runway intersections, providing asphalt shoulders, and installing LED edge lighting and circuitry. Since the Taxiway is being widened, a fair amount of utility work will be involved. This work shall include relocating existing manholes, ducts, and circuits on both sides of current Taxiway, relocating a pad mounted switch which borders the current Taxiway, and tying in the new edge lighting circuit to the current airfield circuitry. The Contractor shall ensure that all construction work complies with the 100% Design Drawings (Atch 1) and Specifications (Atch 2) and with applicable State, Federal and Air Force requirements, codes and standards.
2.1 Description of Work
The Contractor shall accomplish the objectives listed below:
2.1.1 Existing Taxiway, electrical manholes, and drainage inlets – Demolition: Remove designated Taxiway, access road, and runway asphalt and properly dispose of all material. The construction work shall include the following:
2.1.1.1 The current asphalt Taxiway will be demolished along with a portion of the access road that crosses the Taxiway, and a portion of the connecting runways.
The phasing plan shall be followed to ensure minimal downtime of the airfield along with the FOD control plan to ensure dust and debris do not adversely impact the surrounding airfield.
2.1.1.2 The current electrical manholes are to be removed in accordance with the 100% Drawings (Atch 1) as the Taxiway is widening.
2.1.1.3 The current drainage inlets on the North side of the Taxiway will be removed in accordance with the 100% Drawings (Atch 1).
2.1.2 Electrical manholes, circuits, equipment, and lighting – New Work: Install new manholes in designated locations. Reroute existing circuitry and install new lighting circuitry. Install Taxiway edge lights. Relocate pad-mounted electrical equipment. The construction work shall include the following:
2.1.2.1 New manholes are required at specified locations and new duct systems are required to house existing and new circuitry in accordance with the 100% Drawings (Atch 1)
2.1.2.2 Taxiway requires LED edge lighting and associated circuitry. There is no current lighting on this portion of Taxiway Bravo.
2.1.2.3 A pad mounted switch shall be relocated along with all necessary equipment.
Pad-mounted switch shall be located in the 50’ x 50’ equipment area that encompasses Bldg. 670 and associated equipment.
2.1.2.4 Existing circuitry shall be relocated to new ducts and manholes, refer to drawings. New ducts and circuits will be tied into existing systems as shown on drawings.
2.1.2.5 Directional drilling shall be required under center runway to connect primary distribution to existing system.
2.1.2.6 New ducts and manholes should be in place so circuits can be connected prior to demolition of old ones to minimize the amount of downtime for airfield operations.
2.1.3 Drainage inlets and ducts - New Work: Install new drainage inlets at designated locations. The construction work shall include the following:
2.1.3.1 New drainage inlets are required at specified locations, in accordance with the 100% Drawings (Atch 1).
2.1.3.2 New drainage ducts are required and shall connect to existing ducts.
2.1.4 Earthwork, Taxiway, shoulders, access road, and portion of runway - New Work:
Provide a new concrete Taxiway with appropriate asphalt shoulders. Pave designated portion of access road and runways.
2.1.4.1 Earthwork will be required to bring land to grade as specified on the 100%
Drawings.
2.1.4.2 A concrete Taxiway that is widened to 75 feet is required.
2.1.4.3 Asphalt shoulders are required on the Taxiway, in accordance with the 100%
Drawings (Atch 1)
2.1.4.4 The access road is required to be paved with asphalt 100 feet on both sides of the Taxiway.
2.1.4.5 A portion of the center and outside runway will be repaved with asphalt as demoing the edges is needed to provide appropriate construction joints for the intersection between taxiway and runway.
2.1.5 Signage and Striping - New Work: Provide new airfield signage and appropriate striping on Taxiway, shoulders, and runways. The construction work shall include the following:
2.1.5.1 Guidance signs are required next to the hold markings as shown on the 100%
Drawings.
2.1.5.2 Striping is required for the following; Taxiway edge lines, Taxiway centerline, Runway edge lines, shoulder details, Taxiway hold markings, and FOD check lines. Striping will be done in accordance with the 100% Drawings (Atch 1).
2.1.6 Construction Area: demolition and construction will take place at Taxiway Bravo and surrounding area. The contractor shall utilize necessary safety precautions. Only approved equipment and materials can be left on the airfield at the end of a workday, prior to the airfield opening for operations. This equipment/material must be on the Temporary Construction Waiver and be approved by Airfield Management.
2.2 Additional Information
2.2.1 The contractor is responsible for conducting a thorough site inspection in order to obtain the information necessary to complete the project. The Contractor shall attend a Pre- Construction Conference after contract is awarded and after issuance of first Notice to Proceed. The Government will notify the Contractor when this conference will be held.
2.2.2 An approved FOD Control Plan is required prior to commencement of construction. See
Laughlin AFB Division 01 Section 4-5.5 (Atch 3) for details.
2.2.3 Prior to beginning construction, a Temporary Construction Waiver (TCW) will need to be approved for the project. The TCW will be initiated once the contractor fills out the FAA Form 7460-1 and it is approved. The base may take up to 60 days to process the notice.
2.2.4 Working hours for this project need special consideration as airfield operations will be ongoing during construction. Refer to Laughlin AFB Division 01 Section 4-5.1 (Atch 3) for details.
2.2.5 Airfield driver’s license are required for any individual driving on the airfield. Refer to Laughlin AFB Division 01 Section 4-5.6 (Atch 3), Driving on the Airfield for requirements.
2.2.6 For construction occurring while the airfield is operational, proper coordination is required to ensure work does not interfere with airfield operations. Coordination will include constant radio contact between the tower and work area superintendent. Radio contact with drivers as they go to and from the work site. If multiple vehicles are traveling at the same time, they may caravan and only the lead vehicle will need radio contact with the tower. The amount of vehicles in a caravan will be at the discretion of airfield management. The route to the work site will require the crossing of Taxiway Alpha, a flagger will be required on the side of Taxiway Alpha prior to crossing to ensure planes are not traveling down the Taxiway. Radio communication and approval between the driver and the tower is also required before crossing Taxiway Alpha.
2.3 Period of Performance
This project will require multiple Notice to Proceeds (NTP): one for submittals, one for order and delivery, and one for each phase of the construction. The Contractor is required to attend a Pre-Construction Conference after the first NTP is given, prior to the start of construction. The Government will notify the Contractor when this conference will be held. The NTP for the construction phase will not be issued until the submittal phase is complete unless otherwise approved by the contracting officer. The Period of Performance (PoP) for each NTP is stated in Laughlin AFB Division 01 Section 1-14 (Atch 3).
2.4 Construction Phases
Upon the approval by the Contracting Officer (CO), the Contractor may commence onsite construction activities and shall complete the work in six phases. All efforts shall be made so construction has a minimal impact on airfield operations. The contractor will follow the phase plan outlined in the 100% design documents. If the contractor requests changes to phase plan, changes will be submitted to the government for approval. Refer to Laughlin AFB Division 01 Section 1-14 (Atch 3) for details on phasing.
2.5 Pre-Construction Kick-Off Meeting
47 CONF will host a pre-construction (i.e., Kick-Off) meeting to advise and coordinate on local procedures, safety and security requirements, and project coordination activities. The CO Representative (COR) will arrange for a suitable Kick-Off meeting location. The COR will schedule the pre-construction meeting after NTP #2 and before NTP #3. No submittal is required for this meeting. This meeting will be an opportunity for the Contractor to meet with stakeholders, end users and maintainers in order to ensure a full understanding of the scope of work. The COR will ensure the appropriate base agencies attend the Kick-Off meeting to provide necessary information or briefings to facilitate the success of the contract effort. This shall include stakeholders such as the base Fire Department, Bioenvironmental Engineering Flight, Wing Safety, Civil Engineering Squadron, the user, etc.
During the meeting the Contractor shall present a complete overview of the project, review the schedule, highlighting any issues (review periods, material submittals, etc.) which are key to maintaining the schedule. The Contractor shall take meeting minutes to include the recording of the attendance list.
3.0 REFERENCES
Work under this contract shall comply with all federal, state, local, Air Force and all other current applicable requirements. All work accomplished by the Contractor shall comply with these criteria unless a written waiver is obtained from the Air Force when conditions warrant such consideration. The Contractor shall conform to all standards and specifications in the 100% Project Specifications (Atch 2) and common construction practices. If there are discrepancies between the Division 01 in the 100% Project Specifications (Atch 2) and the Laughlin AFB Division 01 Specifications (Atch 3), the Laughlin AFB Division 01 Specifications (Atch 3) shall take precedence. The Contractor shall thoroughly review these specifications and follow them accordingly.
The contractor shall review AETC Installation Excellence Guide (Atch 5). Paying specific attention to the following sections; Airfield Infrastructure, Airfield Pavements, Airfield Lighting, and Power Distribution.
4.0 DELIVERABLES
4.1 Contract Progress Schedule
The Contractor shall submit a signed Contract Progress Schedule (Atch 6 or approved equivalent), depicting an overall contract progress schedule for the main elements of work for the period of performance, as described in the Schedule of Material Submittals. The Contractor shall also provide a line graph depicting actual construction progress (solid line) versus scheduled construction progress (dotted line) throughout the period of performance. The progress schedule shall be signed by the COR or the Government inspector recommending approval, and approved by the CO. Payment for materials stored on or off site will not be authorized. This submittal shall be submitted to the Contracting Officer no later than stated in the Submittal Register and shall be approved by the Government prior to commencement of construction operations.
4.2 Contract Progress Report
The Contractor shall submit Progress Report every fourteen days during construction as described in the Submittal Register. The Progress Report shall be signed by the Contractor’s on-site representative. The progress report shall be signed by the COR or the Government inspector recommending approval, and approved by the CO. The work elements and percentages of the total job identified on the Project Schedule shall be identical to the work elements and percentages on the Progress Report.
4.3 Project Deliverables
Project deliverables shall be as shown in the table below.

5.0 PRE-FINAL INSPECTION
The Contractor shall conduct a pre-final walk through inspection with Base personnel. A pre-final inspection shall not be scheduled if the Contractor has not submitted a draft DD Form 1354, Transfer and Acceptance of Real Property.
6.0 FINAL INSPECTION
The Contractor shall conduct a final inspection with base personnel. The inspection shall concentrate on the items identified at the pre-final inspection and recorded as pre-final inspection items (punch list). A final inspection shall not be performed until the pre-final inspection items (punch-list) have been resolved. The Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property at the final inspection.
7.0 DELIVERY/WARRANTY
The Contractor shall complete all inspection and commissioning requirements prior to final inspection. The Contractor shall also prepare and submit a draft DD 1354 (“Transfer and Acceptance of DOD Real Property”) at least 14 days prior to requesting a pre-final inspection. The Contractor shall incorporate Government comments from the draft DD 1354 and submit a final DD 1354 at the final inspection. The warranty shall be issued in accordance with FAR 52.246-21.
8.0 CONTRACT ADMINSTRATION / POINTS OF CONTACT
Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
