About this opportunity
The U.S. Embassy Jerusalem General Services Office (GSO/Procurement) seeks tactical weapons training facility services for the Embassy's Local Guard Force, CPU, RSO agents, and MSG Detachment under Solicitation 191S7026R0001, with proposals due July 8, 2026 at 10:00 AM EST and questions due June 26, 2026. No set-aside is used, and all responsible sources may submit offers. Amendment 0001 superseded the earlier June 22 proposal deadline and June 12 question deadline, and the July 8 proposal deadline precedes today's date of November 3, 2026.
Place of performance is Israel, at an INP-authorized facility within 60 kilometers of Jerusalem and Tel Aviv. The requirement is a firm fixed price indefinite delivery, indefinite quantity contract with a one-year base period and four one-year options, plus a six-month extension priced separately under FAR 52.217-8. Pricing is in New Israeli Shekels. The minimum is NIS 10,000 per performance period, and VAT at 18 percent is priced separately.
Amendment 0001 restructures pricing into per-student and per-day or per-hour rates for Basic A Training (48 hours, estimated 95 students), Basic A Refresher Parts 1 and 2 (10 hours each, 250 students per part), open-air range rental, and qualified shooting instructor time. CPU training line items were removed. Required facilities include three authorized ranges, two roofed sheds, two unarmed-combat training rooms, safe rooms or bomb shelters, an on-site gunsmith, valid insurance, and transportation services. The contractor must employ authorized and licensed instructors, and training must meet Israel National Police curricula referenced in amendment attachments. Section 5 Logistics is marked RESERVED. Offerors must complete FAR 52.240-90, 52.240-91, and 52.240-93, and the acquisition applies FAR 52.212-4. SAM registration is not mandatory under AA 25-40 for contracts awarded by contracting officers outside the United States.
Award goes to the lowest priced acceptable, responsible offeror.
