About this file
This is Amendment 0001 to Solicitation 191S7026R0001, issued by the U.S. Embassy Jerusalem on June 8, 2026, for tactical weapons training facility services. The amendment revises Section 1 pricing structure, incorporates pre-proposal conference minutes and Q&A responses, adds Israel National Police curriculum attachments, and extends the proposal due date to July 8, 2026, at 10:00 AM EST with a question deadline of June 26, 2026.
The revised pricing structure reorganizes training services from per-student costs to a combination of per-student and per-day/per-hour rates. For the base year and each of four option years, pricing now includes: Basic A Training Course (48 hours) at estimated quantities of 95 students; Basic A Refresher Training split into Part 1 and Part 2 (10 hours each) at 250 students per part; Rental of Open-Air Range per day at 42 NIS; and Use of Qualified Shooting Instructor per hour at 270 NIS (base through 3rd option year, with varying rates for 4th option and 6-month extension). A 6-month extension period under FAR 52.217-8 is also priced separately. The amendment removes CPU Initial and Refresher Training line items and incorporates facility requirements including three authorized ranges, two roofed sheds, two unarmed-combat training rooms, safe rooms/bomb shelters, on-site gunsmith, valid insurance, and transportation services. Section 5 Logistics requirements are marked as RESERVED. Training specifications now reference Israel National Police curricula in attachments rather than detailed course outlines. The contract is administered by the American Embassy Jerusalem, GSO/Procurement, with Contracting Officer Joseph C Windham.
