About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is soliciting proposals for Tactical Network Transport (TNT) instruction services, which will include At The Halt (ATH) and On The Move (OTM) instruction delivery for seven courses at the Cyber Center of Excellence located at Fort Gordon, Georgia. This is a non-personal services contract requiring qualified instructors to deliver comprehensive training across five distinct courses serving approximately 3,250 students annually from Active Component, Army National Guard, and Reserve Component forces. Key contract requirements include maintaining SECRET security clearances, possessing current TRADOC Army Basic Instructor Course certification, holding relevant industry certifications (CompTIA Network+, Security+, Cisco CCNA, or VMware), and achieving an 80% course pass rate with instructor satisfaction ratings of 70% or higher on End of Course Critiques. The Government will evaluate proposals using three primary factors: Technical Capability (including Technical Ability and Staffing/Management Approach, both of which must receive Acceptable ratings), Past Performance (assessed on recency within three years and relevance), and Price (evaluated for reasonableness, completeness, and balance). The proposal submission deadline is February 9, 2026 at 11:00 AM Eastern Time, with questions regarding the solicitation due by January 20, 2026 at 12:00 PM EST.
This solicitation is set aside exclusively for Women-Owned Small Businesses (WOSB), specifically Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), with a size standard of $15,000,000. The incumbent contractor is Burning Castle, which currently provides 39 instructors supporting the existing training courses. The contract is structured as a firm fixed-price agreement with a base period running from March 1, 2026 through February 28, 2027, followed by two optional one-year extensions extending through February 28, 2029, encompassing the full fiscal year 2026 through 2028 training schedules. Performance will take place at Fort Eisenhower (formerly Fort Gordon), Georgia, with instruction delivered at Brant Hall, Building 25810, during first, second, and third shifts Monday through Friday except federal holidays. Offerors must submit four volumes including General information, Technical proposals (limited to 25 pages), Past Performance documentation (3-5 relevant contracts from the past three years, limited to 3 pages per reference), and detailed pricing worksheets utilizing an Employee Total Compensation Plan demonstrating the ability to recruit and retain qualified professional instructors.
