About this file
This document is a Question and Answer (Q&A) file addressing offeror inquiries regarding an RFP for tactical network transport training instruction services (RFP W91249-26-RA002). The incumbent contractor is Burning Castle, which currently supports 39 instructors delivering the training courses. The contract requires instructor support for multiple course offerings with workload data based on a standard maximum class size of 20 students, though some classes may run in two shifts. The Government will provide the ATRRS Class schedule for contractor planning purposes and may fund surge support at additional training locations through a dedicated SURGE CLIN on an as-needed basis. Productive hours for pricing are calculated as 1,863 hours annually (based on 2,087 hours less federal holidays, vacation, and sick leave), and there is no phase-in or phase-out period associated with this effort.
Key submission requirements include: Volume II (Technical) must include an initial Quality Control Plan with page counts included in the stated page limitation; Volume III (Past Performance) requires Past Performance Questionnaires submitted directly to relevant points of contact but does not require inclusion of the PPQs themselves; and both Offeror and subcontractor Total Compensation Plans (TCPPE) information must be submitted in both Attachment 5 and the Pricing Narrative. Font size 11 point is acceptable for proposals, company logos are permitted, and company letterhead is not permitted on proposal documents. An extension was granted to the proposal due date, and digital signatures are sufficient. Subcontractors must submit pricing directly to the Contract Specialist and Contracting Officer via email while identifying the prime contractor. No key personnel positions are designated, Interim Secret Clearances are acceptable for program start, and hard copy submissions are not required.
