About this opportunity
The Department of the Navy Military Sealift Command seeks removal, overhaul, cleaning, and storage of 160 Main Propulsion Diesel Engine power units from two T-EPF Class vessels (USNS Spearhead and USNS Fall River), with quotes due July 14, 2026. Award is intended as sole source to Rolls Royce Solutions America (the Original Equipment Manufacturer), with anticipated award date July 28, 2026.
Place of performance includes Beaumont, Texas for removal work and an MTU overhaul facility for the overhaul and storage phases, with administrative oversight by MSC Program Management in Norfolk, Virginia. The procurement is not set-aside for small business. The power units are Model 20V8000M71L MTU diesel engines; all work must comply with OEM specifications per NAVSEA technical manuals and MTU maintenance schedules. An Authorized MTU OEM representative is required for removal work. Removal is scheduled through September 15, 2026. The overhaul phase extends one year post-award, with units from USNS Spearhead (low operating hours) requiring cleaning and polishing only, while units from USNS Fall River requiring full cleaning and overhaul to return to service. Optional contract line items cover storage of all 160 preserved power packs for either 10 or 12 months.
The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is J028, Maint/Repair/Rebuild Of Equipment—Engines, Turbines, And Components. Evaluation factors emphasize technical proposals addressing quality control, preservation and packaging plans, overhaul methodology, removal logistics including equipment access and HAZMAT disposal, and price reasonableness. The solicitation incorporates FAR and DFARS clauses including Service Contract Labor Standards, small business subcontracting requirements, and Wide Area WorkFlow payment instructions.
