About this opportunity
Military Sealift Command, Norfolk, is seeking sources for removal, overhaul, preservation, and storage of MTU Main Propulsion Diesel Engine power units from two T-EPF 1 Class vessels, with solicitation anticipated on or about July 10, 2026. This is a sources-sought notice only; submission of a capabilities statement is not a prerequisite to future solicitation.
The requirement involves harvesting eighty power pack units each from the ex-USNS Spearhead and ex-USNS Fall River, currently at the Beaumont Reserve Fleet in Beaumont, Texas, and transporting them to an MTU Original Equipment Manufacturer authorized overhaul facility for processing and long-term storage. Ex-Spearhead units (minimal operating hours) require cleaning and polishing; ex-Fall River units require full overhaul. The contractor must coordinate with an authorized MTU OEM representative, furnish all labor, tools, consumable materials, and specialized equipment (forklift and air compressor rentals, HAZMAT coolant disposal coordination), manage transportation using government-furnished cases, and document as-found and overhauled conditions with photographs. Quality assurance requires compliance with OEM specifications and inspections per the Contracting Officer's Representative.
Performance runs from award through September 15, 2026 for power pack removal, with overhaul completion required within one year post-award. NAICS code 811310 applies with a $12.5 million small business size standard. Interested firms should submit a capabilities package by June 24, 2026 addressing company profile, facility location, small business status and socioeconomic designation, and any teaming arrangements. The government will not compensate submissions.
