About this file
This is a Performance Work Statement (PWS) for the removal and overhaul of MTU Main Propulsion Diesel Engine Power Units from two T-EPF 1 Class vessels: USNS Spearhead and USNS Fall River. The contract, issued by the Department of the Navy Military Sealift Command, requires the contractor to remove eighty (80) power units from each vessel and prepare them as rotable spares. The work consists of two phases: power pack removal from the Beaumont Reserve Fleet in Beaumont, Texas, beginning upon award through September 15, 2026, and overhaul and long-term storage at an MTU facility extending one year post-award. The power units are Model 20V8000M71L MTU diesel engines, with removal work requiring an Authorized MTU Original Equipment Manufacturer (OEM) representative and all contractor-furnished labor, tools, and materials except for 160 government-furnished transportation cases. Specific removal requirements include arranging for HAZMAT disposal, renting equipment such as forklifts and air compressors, fabricating wooden crates for scrap metal, and coordinating shipping to the overhaul facility.
The overhaul phase differentiates between the two vessel sources: units from ex-Spearhead require cleaning and polishing due to low operating hours, while units from ex-Fall River require full cleaning and overhaul to return to service. All work must comply with OEM specifications per NAVSEA technical manuals and MTU maintenance schedules. The contractor must conduct preliminary inspections, prepare final documentation including photographs of "as-found" and completed conditions, submit bi-monthly progress reports during the overhaul phase, and preserve all units for long-term storage with proper labeling and packaging. The solicitation (N3220526Q7188) for this work is an RFQ with a quote submission deadline of July 14, 2026, at 12:00 p.m. EDT, with anticipated award to Rolls Royce Solutions America as the sole source vendor on July 28, 2026. This is not a small business set-aside and incorporates commercial item acquisition procedures under FAR Part 12.
