About this file
This is a Justification and Approval (J&A) document for a sole source contract award by the Military Sealift Command (MSC), Norfolk. MSC intends to award a firm fixed price purchase order to Rolls-Royce Solutions America (formerly MTU), the Original Equipment Manufacturer, for removal and overhaul services of 160 Main Propulsion Diesel Engine (MPDE) cylinder units from two Expeditionary Fast Transport (T-EPF) Class vessels: ex-SPEARHEAD and ex-FALL RIVER. The work involves servicing MTU Model 20V8000M71L diesel engines. The estimated contract value is redacted, and funding will be provided through fiscal year 2026 Navy Working Capital Funds, which do not expire.
The sole source justification is based on 10 U.S.C. 3204(a)(1), citing that only one responsible source can satisfy the agency's requirements. MSC argues that all control systems, propulsion shafting, reduction gears, hardware, and structural support on T-EPF Class vessels are specifically designed for the MTU 20V8000M71L engines, and that using alternative parts would require a multi-year redesign at unacceptable cost and create mission-critical and personnel safety risks. A sources sought notice was posted at SAM.gov from June 10, 2026, to June 24, 2026, resulting in only Rolls-Royce Solutions America expressing interest. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The Government intends to post a combined synopsis and solicitation notice at the Government Point of Entry with this justification. The certifying Contracting Officer is Damian Finke (757-443-0885), dated June 25, 2026.

J&A No. N10426Q7188
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Military Sealift Command (MSC), Norfolk
2. Description of the Action Being Approved: Award of a firm fixed price purchase order on a sole source basis to Rolls-Royce Solutions America, the Original Equipment Manufacturer (OEM), for T-EPF Class vessels Main Propulsion Diesel Engines (MPDE), model 20V8000M71L.
3. Description of Supplies/Services: To perform removal and overhaul of one hundred and sixty (160) MPDE cylinder units from ex-SPEARHEAD and ex-FALL RIVER. The estimated value for all services and materials is , which will be funded utilizing fiscal year 2026 Navy Working Capital Funds. These funds do not expire.
4. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C.
3204(a)(1) Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Authority: The Expeditionary Fast Transport (EPF) Class ship is built with four (4) MTU Model 20V8000M71L main propulsion diesel engines. All control systems, propulsion shafting, reduction gears, hardware, and structural support for the system are built specifically for the MTU 20V8000M71L Main Propulsion Diesel Engines (MPDEs). If any other main propulsion diesel parts were procured, it would require and subsequently result in a multi-year re-design of the structural elements of the EPF. The hardware and structural design would need to be completely re-configured at an unacceptable cost. It is mission-critical and personnel safety-critical to maintain class configuration and interchangeability across the ship class. Any deviation from the OEM parts and maintenance requirements could result in personal injury, loss of life, or equipment failure and damage to the installed main propulsion diesel engines. Use of the MTU main propulsion diesel engines components will provide the proper fit, form, and function of the main propulsion diesel engines.
The use of MTU MPDE parts across the class will ensure the required reliability and effectiveness of the main propulsion diesel engines as required by ABS, Safety of Life at Sea SOLAS) regulation and COMSCINST 4490.1A. The manufacturer's business practice is to provide the main propulsion diesel engine parts and servicing directly to installing shipyards, ship owners and operators in the United States directly, without going through third-party vendors from its company headquarters and manufacturing facility in Detroit, Michigan through the distributor in Portsmouth, VA.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:
MTU has been the sole source OEM for the Model 20V8000M71L main propulsion diesel engines under the Indefinite Delivery/Indefinite Quantity (IDIQ) contract N3220520D6713, which recently expired. MTU has performed all services and material to maintain the main propulsion diesel engines onboard all T-EPF Class vessels. A sources sought notice was posted
N3220526Q7188 at the Governmentwide Point of Entry (SAM.gov website) from June 10, 2026, to June 24, 2026, and only Rolls-Royce Solutions America expressed an interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Rolls-Royce Solutions America to provide the required service. The Government intends to post a combined synopsis and solicitation notice along with this justification at the Government Point of Entry to award a firm-fixed priced order.
7. Determination of Fair and Reasonable Cost: The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this justification and approval will be fair and reasonable.
8. Actions to Removed Barriers to Future Competition. For reasons set forth in paragraph 5, MSC has no proposals at this time to qualify non-OEM vendors for this or future acquisitions.
If another potential source emerges, MSC will assess whether competition for future requirements is feasible.
