About this opportunity
The United States Marine Corps is seeking a short-term heavy equipment leasing contract to support Southwest Region Fleet Transportation (SWRFT) operations across multiple California military installations, including Camp Pendleton, MCAS Miramar, and MCRD San Diego. The solicitation requires a contractor to provide four specific pieces of heavy equipment: a 2000-gallon fuel truck, large regen sweeper, large vacuum excavator, and large insulated bucket truck to help USMC personnel maintain roads, buildings, ranges, and other facilities when internal capacity is insufficient. Proposals are due by February 5, 2025, at 5:00 PM local time, with an anticipated performance start date of March 3, 2025. The evaluation will include a comprehensive past performance assessment using a questionnaire that rates contractors across five key areas: compliance with specifications, project management, timeliness, cost control, and customer satisfaction. Contractors must submit detailed documentation demonstrating their capability to meet the specified equipment requirements and performance standards.
This contract is designated as a 100% small business set-aside under NAICS code 532412, with a size standard of $40 million. The maximum contract value is $950,000, with a minimum guaranteed amount of $500, and individual task orders ranging from $500 to $200,000. The contract structure includes a 12-month base period, one 12-month option period, and a potential 6-month extension, creating a maximum contract duration of 30 months. The incumbent contract is M0068122D0002, and equipment must be delivered within 5 calendar days of task order issuance, with lease periods typically lasting 1-2 months. Performance will occur at multiple Marine Corps facilities in California, specifically at Camp Pendleton North, with contractors required to provide bio-diesel compatible, high-specification equipment that meets strict operational and technical requirements detailed in the solicitation's equipment specifications.
