About this opportunity

Army Contracting Command seeks delivery, daily servicing, and removal of 46 chemical latrines and 23 hand-washing stations in Peru to support Exercise Southern Vanguard 26.2, with quotations due August 17, 2026 at 1500 CST. The procurement is set-aside unrestricted and carries a firm-fixed-price contract structure.

Place of performance is Sauce, Peru, including Sauce Jungle School and three Primavera Training Areas, with service period September 1–25, 2026. The contract spans nine CLINs covering equipment delivery and daily servicing at varying locations and dates, plus a reimbursable line item for mandatory Defense Base Act workers' compensation insurance. Contractor employees must be Peruvian nationals or Third Country Nationals legally permitted to work in Peru; entry to military bases with out-of-country visas is prohibited. All employees require background security checks, non-disclosure agreements, and standard uniforms. The contractor must obtain operational and environmental permits per Peru Environmental Protection and Management Act (Law No. 28611 and 1278) and submit documentation to the Contracting Officer Representative at least ten days before contract start.

Daily cleaning services must occur between 8:00 AM and 5:00 PM, seven days per week, including sanitization with 5% chlorine solution, replenishment of antibacterial soap and toilet paper (minimum four rolls per latrine daily), wastewater removal and disposal, and fresh non-potable water supply. Equipment relocation within 24 hours of notification is provided at no cost to the government for the first relocation; all units must be removed within 24 hours of contract end. All spills must be reported to the COR within one hour. Performance thresholds permit no more than one deficiency per week for most services, with 100% compliance required for delivery, permits, equipment condition, spill response, and removal.

Award will be made to the lowest-priced technically acceptable offeror with conforming past performance. Evaluation ranks quotes by price, evaluates technical acceptability ascending from lowest to highest price based on ability to meet requirements within ten days of award, and assesses performance confidence of the lowest-priced technically acceptable offeror. Offerors must provide two examples of past performance on awarded contracts. Quotations must be submitted electronically in U.S. dollars and must be fully inclusive of all costs. Offerors must be registered in SAM at submission and maintain registration through final payment. Offer validity is 30 calendar days from the response deadline. Defense Base Act insurance must be obtained from an approved Department of Labor source and presented to the contracting officer no later than seven days after award.
