About this file
This is a Request for Quotation (RFQ) for portable toilet services in support of the Southern Vanguard-26 operation in Peru. The 410th Contracting Support Brigade seeks delivery, daily cleaning/pumping, relocation, and removal of chemical latrines and hand-washing stations at two locations: Sauce Jungle School (September 1-25, 2026) and Primavera Training Area with three separate deployment periods (September 15-18, 2026). The solicitation includes nine contract line items (CLINs): CLINs 0001-0008 specify quantities of chemical latrines and hand-washing stations at each location, priced per unit, while CLIN 0009 covers mandatory Defense Base Act (DBA) workers' compensation insurance as a not-to-exceed reimbursable line item. Quotations must be submitted electronically in U.S. dollars by 1500 CST on August 17, 2026, with all unit and total prices fully inclusive of costs. Offerors must be registered in the System for Award Management (SAM) at time of quotation submission and remain registered through final payment.
Award will be made to the lowest-priced technically acceptable offeror with conforming past performance using a three-step evaluation process: ranking all quotes by price, evaluating technical acceptability in ascending price order based on ability to meet requirements within 10 days of award, and assessing performance confidence of the lowest-priced technically acceptable offeror. Bidders must provide two examples of past performance on awarded contracts. The offer validity period is 30 calendar days from the response deadline. DBA insurance is mandatory for all services outside the United States and must be obtained from an approved Department of Labor source; insurance must be presented to the contracting officer no later than 7 days after award. Quotations should be directed to SSG Coulibaly Seydou Z. (seydou.z.coulibaly.mil@army.mil or 917-530-9498) with courtesy copy to SSG David L. Garza (david.l.garza5.mil@army.mil or 520-944-7437). Vendors MUST SECURE Defense Base Act (DBA) Insurance after award of contract. All DBA insurance information can be determined and acquired using the U.S. Department of Labor website. DBA is a 100% mandated requirement for all services outside of the U.S. that does not have a current waiver on file with the U.S. Department of Labor. The country of Barbados does not have a waiver for DBA insurance. DBA is essentially a form of workman’s compensation to ensure all workers are covered in case of an accident during performance of a service contract and is mandatory for all service contracts. DBA Insurance is treated as a Not-to-Exceed Line Item (CLIN), not a Fixed Price CLIN, and the associated costs are fully reimbursable at contract payment. DBA insurance is not considered in the evaluated price for each quotation. Insurance must be presented to contracting officer no later than 7 days after contract award, or the contract will be at risk of termination.” Vendors MUST submit a DBA quote with combined solicitation to be considered for award.
