About this opportunity
The Air Force Materiel Command Air Force Sustainment Center seeks a turnkey Industrial Wastewater Treatment Plant Supervisory Control and Data Acquisition System and cybersecurity upgrade at Hill Air Force Base, Utah, with proposals due August 18, 2026. This is a 100 percent small business set-aside under NAICS 541512, Computer Systems Design Services.
Place of performance is Hill AFB, Utah. The period of performance shall not exceed 180 calendar days from the Notice to Proceed. The procurement includes four line items on a firm fixed-price basis: turnkey SCADA system hardware, software licenses, legacy demolition, installation, programming, testing, and commissioning; initial operator training of minimum seven business days of manufacturer-certified instruction; follow-up sustainment training of two business days conducted three months after Beneficial Occupancy Date (270 calendar days total); and technical data and Contract Data Requirements Lists not separately priced.
The system must feature a single unified software platform supporting 100,000 active I/O points with native support for Modbus TCP, BACnet/IP, and OPC UA protocols. Hardware includes a Dell PowerEdge T350 server running Windows Server 2022 with minimum 16 gigabytes RAM, a Windows 11 Enterprise operator workstation, and modular field controllers with integrated touchscreens and minimum one gigabit Ethernet port plus sufficient RS-485 ports. The contractor must retain all existing field devices, wiring, and instrumentation where functional and reuse them in the replacement system. Cybersecurity Maturity Model Certification Level 1 is required for the prime contractor and any subcontractors handling Controlled Unclassified Information or Federal Contract Information. The system must achieve security categorization LOW/LOW/LOW under NIST 800-53 Revision 5 with DAF Civil Engineer Control Systems Baseline Security Controls and implement role-based access control and DoD-compliant Public Key Infrastructure multi-factor authentication via Common Access Card or Personal Identity Verification smart card readers per DoDI 8520.03.
The contractor must use only Utah-licensed asbestos and lead abatement specialists for legacy demolition. Normal working hours are restricted to 0700-1700 hours Monday through Friday, excluding Federal holidays, with overtime and weekend work requiring pre-approval from the Contracting Officer and the 75 Civil Engineer Squadron Project Manager. The contractor must provide comprehensive Operation and Maintenance manuals with As-Built AutoCAD drawings, fully editable and unlocked application code with development-software licenses enabling Government modification without vendor dependence, minimum three-day factory acceptance testing, and one-year comprehensive parts and labor warranty with 24-hour manufacturer telephone support and next-day parts delivery capability from local inventory.
Service Contract Act labor standards apply. Evaluation is Lowest Price Technically Acceptable with pass/fail technical criteria; only the lowest-priced proposal undergoes technical evaluation initially, with subsequent proposals evaluated sequentially if predecessors fail. A mandatory site visit occurred July 14, 2026. Written questions were due July 17, 2026 at 10:00 AM Mountain Daylight Time. The most recent amendments (effective August 11, 2026) extended the proposal deadline from August 11 to August 18, 2026, and updated the Statement of Work, Instructions and Evaluation Factors, and Questions and Answers documents.
