About this opportunity

Hill Air Force Base, operating under the Air Force Sustainment Center, is seeking sources capable of providing a completely integrated Supervisory Control and Data Acquisition (SCADA) system to monitor and control industrial waste treatment processes at the Industrial Wastewater Treatment Plant (IWTP) located at Hill AFB. This Request for Information (RFI) is issued for planning and market research purposes and does not constitute a commitment to award a contract. Interested vendors must demonstrate capability to furnish a single, fully integrated SCADA system including design, fabrication, programming, testing, startup, warranty, spare parts, training, and remote support services. Key qualifications require a minimum of 15 years of demonstrated experience in comparable SCADA systems for water and wastewater treatment applications, with ability to ensure availability of replaceable modules and serviceable components for at least seven years following delivery. The system must comply with multiple standards including NEC, NEMA, IEEE, EIA, UFC 4-010-06, and Department of Defense cybersecurity and risk management framework directives (DoDI 8500.01 and DoDI 8510.01). Responses must be submitted by 3:00 PM Mountain Daylight Time on April 6, 2026, with all interested parties required to provide company information, CAGE code, small business classifications, and evidence of capabilities to fulfill the detailed statement of work requirements.

This RFI does not include a set-aside designation and does not identify any incumbent contractors or specific award value. The technical specifications identify the Info-Scan SCADA system by Dorsett Controls as the basis of design, though pre-bid approval is available for qualified substitutions. The system architecture requires substantial technical infrastructure, including two redundant servers with 32 GB RAM each, RAID 1 configuration, dual 960GB SSDs, and support for up to 100,000 input/output points and up to 12 operator workstations. Contractor deliverables include three business days of factory testing, seven or more business days of on-site training, comprehensive operation and maintenance documentation, spare parts inventory (including 10% of fuses and lamps plus one each of critical components), and a one-year parts and labor warranty with seven years of complimentary software updates. No specific contract award value is disclosed in the RFI, and participation requires registration in the System for Award Management (SAM) database at www.sam.gov.
