The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a Draft Request for Proposal (DRFP) for the Support for Atmospheres, Modeling, and Data Assimilation (SAMDA) contract. This is a total small business set-aside competitive contract for support services currently being provided under contracts NNG12HP06C and NNG12HP08C.
Scientists in both the Earth Science Division-Atmospheres (ESDA) and the Global Modeling and Assimilation Office (GMAO) perform research aimed toward monitoring and achieving a better understanding of the inter-annual variability and possible trends of Earth surface and atmospheric geophysical parameters, but with different emphases and approaches. The SAMDA acquisition is for services in support of atmospheric science and data assimilation research conducted by GSFC scientists in the Earth Science Division (Code 610). The contract will support the full range of research and development activities of the ESDA and GMAO and the operational activities of the GMAO.
The SAMDA acquisition has been defined as a Hybrid Cost-Plus Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) with Core Requirements contract vehicle with a total estimated value of $184M. The anticipated release date of the Draft RFP is on or about mid-October 2015 and the anticipated release date of the Final RFP is around mid-January 2016.
