RFP NNG15543215R
Questions and Answers
Comment 1
Regarding the answer provided for Question 4 in Amendment 2, the Government has considered further the request. The threshold will be changed to $2M. Additionally, the phrase “a good representation” is hereby replaced with “of sufficient size to meet the minimum legal requirements for relevance.” The answer is modified as follows:
Given the maximum value of the SAMDA contract, the Government believes contracts with an average annual cost/fee of $2M, and relevant in content are of sufficient size to meet the minimum legal requirements for relevance of the size and content necessary to demonstrate an ability to perform successfully as a prime contractor for SAMDA. Therefore, an amendment will be issued making this change.
Question 6
RFP Reference Enclosure 4 – Direct Labor Position Descriptions; Enclosure 3 – Historical
Direct Labor Rate Data. Question or Comment: The RFP does not mention the use of Labor
Categories provided in Enclosure 4 for the Core Requirement. Should the offeror add additional labor categories to attachment B for Core proposal estimates or are offerors limited to using only the labor categories listed in Enclosure 3?
Answer 6
Attachment B should only include the labor categories required for the IDIQ/GPM scope of work. Offerors should not provide labor categories in Attachment B if the labor category is solely for the Core. Offerors are not limited to the labor categories listed in Enclosure 3 for Core proposal estimates.
Question 7
RFP Reference Enclosure 4 – Direct Labor Position Descriptions; Exhibit 3A – Prime Offeror
GPM; Exhibit 4A – Non-Management Direct Labor. Question or Comment: Enclosure 4 includes positions not listed in Exhibits 3A and 4A. Are these additional labor categories assigned to the CORE work, or should they be part of the GPM?
Answer 7
Enclosure 4, Direct Labor Position Descriptions, applies to the GPM/IDIQ scope of work solely.
The enclosure has been revised to remove the additional labor categories that are not applicable to the GPM.
Question 8
RFP Reference Section L.24.2 (g). Pages 111 and 112, Enclosure 4. Question or Comment:
Page 111 of the RFP describes Enclosure 4 as containing: “… GPM-Specified Non-Management
Direct Labor Categories, Direct Labor Hours and Position Descriptions, contains the individual
GPM-Specified Non-Management Direct Labor Categories, their respective Direct Labor Hours by each site location (Onsite, Offsite) and Contract Year, and Position Descriptions that the
Government considers essential to perform task orders under this contract.”
The provided Enclosure 4 contains only position descriptions. Will the government provide a revised Enclosure 4 that includes the items described on page 111?
Page 112 of the RFP states: “In Exhibit 3A, the Prime Offeror shall insert the GPM-Specified
Non-Management Direct Labor Categories and respective Direct Labor Hours for each individual category from Enclosure 4 into the applicable site location tables within Exhibit 3A
(i.e., Onsite, Offsite). The Exhibit 3A individual GPM-Specified Non-Management Direct Labor
Categories and respective Direct Labor Hours shall be populated from Enclosure 4 shall not be changed.”
Because Enclosure 4 only contains the position descriptions, it is not possible to complete the
Exhibit as instructed. Although Exhibit 3-A Government Pricing Model was pre-populated with
Labor Categories and Onsite/Offsite Hours, offerors cannot verify that Exhibit 3-A reconciles with Enclosure 4. In addition, there are labor categories that are listed in in Enclosure 4, that are not included in Exhibit 3-A. Please clarify if Enclosure 4 will be revised to include all information as described in the RFP.
Answer 8
Enclosure 4 has been revised to include all information as described in the RFP. The Direct
Labor Hours, both Onsite and Offsite, which correspond with the Direct Labor Categories provided in Exhibits 3A and 4A, have been added. The additional labor categories that are not applicable to the GPM have been removed.
Question 9
Amendment 2, Exhibits 3-5 (GPM). The Government provided a revised Exhibits 3-5 file to include the Exhibits 4C and 4D for Non-Significant Subcontractors. Exhibit 4D is confusing. It is two pages and we cannot figure out how they are to flow together or into each other. The first page shows Management and Administrative Labor – Offsite and the second page is for Onsite
Management labor at the top of the exhibit and Offsite Administrative labor at the bottom of the exhibit. The note at the bottom of the second page states that “The Loaded ONSITE
Management Direct Labor Rate MUST match the corresponding Subcontractor Loaded ONSITE
Management Bid Rate in Exhibit 3A.” There is no ONSITE Management in Exhibit 3A. Will the
Government please clarify and provide instructions for this exhibit?
Answer 9
Exhibit 3-5 (GPM) has been updated to remove Exhibit 4D entitled “Non-Significant
Subcontractor Offeror Management and Administrative Onsite Management and Offsite
Administrative Place of Performance.” Offerors should only use the version of Exhibit 4D entitled “Non-Significant Subcontractor Offeror Management and Administrative Labor Offsite
Place of Performance.” Instructions for completing Exhibit 4D are included in section L.24, Cost
Volume Instructions, of the RFP.
Question 10
RFP Reference Enclosure 4 – Direct Labor Position Descriptions; Exhibit 3A – Prime Offeror
GPM; Exhibit 4A – Non-Management Direct Labor. Question or Comment: Exhibits 3A and
4A contain the following positions that are not described in Enclosure 4: Administrative Analyst
III, Administrative Analyst II, Administrative Analyst, Intern I. Will the government provide descriptions for those categories?
Answer 10
Enclosure 4 has been revised to include position descriptions for the Administrative Analyst III, Administrative Analyst II, Administrative Analyst, and Intern I labor categories.
