RFP NNG15543215R
Questions and Answers
Question 1
RFP Reference Section J.1 E Section L.20 (a)(6)(b) Proposal Content and Page Limitations.
Question or Comment: Section J indicates that the Safety and Health Plan is due 30 days after contract award. Section L however indicates that a Safety and Health Plan is to be submitted within the Mission Suitability Volume. Please clarify.
Answer 1
The Government is not looking for a complete Health and Safety Plan to be submitted as part of the proposal within the Mission Suitability Volume. Within 30 days after contract award, the successful contractor shall submit for NASA approval a comprehensive Safety and Health Plan, which will be incorporated into the contract under Clause J.1 as Attachment E. Section L.20
(a)(6)(b) Proposal Content and Page Limitations has been revised to remove the language requesting a Safety and Health Plan be submitted as part of the proposal within the Mission
Suitability Volume.
Question 2
RFP Reference Exhibit 2-A Prime Offeror Core Requirements Elements of Cost; Exhibit 2-B
Significant Subcontractor Core Requirements Elements of Cost. Question or Comment: The
Draft RFP provided an hours section for Significant Subcontractors as part of Exhibit 2-A, which has been removed from the Final RFP. Exhibit 2-B now provides hours rows for Significant
Subcontractors. Is it the government’s intent that the significant subcontractors hours carry over from Exhibit 2-B to Exhibit 2-A or should only cost be carried forward? Please advise if the
Exhibit 2-A will be further revised.
Answer 2
Exhibit 2-A does not require revision. It is not the Government’s intent to have Significant
Subcontractors hours carried over from Exhibit 2-B to Exhibit 2-A. Only Significant
Subcontractors costs should be carried over.
Question 3
RFP Reference Section L.24 Cost Volume Instructions (pages 107 and 114). Question or
Comment: The text references Exhibits 4C and 4D for Non-Significant Subcontractors, these exhibits were not provided. Will these exhibits be provided or should exhibits 4A and 4B for
Significant Subcontractors be modified and renamed for Non-Significant Subcontractors?
Answer 3
Exhibits 3-5 (GPM) have been revised to include Exhibits 4C and 4D. Exhibits 4C and 4D should be completed for Non-Significant Subcontractors.
Question 4 In the interest of competition, would you consider removing the past performance requirement, which states that “For a prime contractor’s contract reference(s) to be considered at least minimally “relevant”, it must meet/exceed an average annual cost/fee incurred of at least $3.5M, and relevant in content.”
RFP NNG15543215R
Questions and Answers
Answer 4
Given the maximum value of the SAMDA contract, the Government believes contracts with an average annual cost/fee of $3.5M, and relevant in content are a good representation of the size, scope, and complexity necessary to demonstrate an ability to perform successfully as a prime contractor for SAMDA. Therefore, no change will be made.
Question 5
RFP Reference Section L.24 Cost Volume Instructions, page 110 (d) Core Requirements –
Prime Elements of Cost “…a separately identified and labeled Exhibit 2-A shall be submitted from the Prime Offeror”. Question or Comment: Is the intent to have an Exhibit 2-A (Prime
Offeror Core Requirements Element of Cost) with combined Prime and Significant
Subcontractors element of cost data and a separate Exhibit 2-A with Prime only elements of cost?
Answer 5
Exhibit 2-A should be completed for all Prime Contractors, and should include the Prime
Offeror’s elements of cost for the core requirements. Exhibit 2-B should be completed for all
Significant Subcontractors, and should include the Significant Subcontractor’s elements of cost for core requirements.
Question 6
RFP Reference Enclosure 4. Question or Comment: In Enclosure 4, some of the Position
Descriptions include asterisks in the Required Education as follows: “Ph.D. degree, or equivalent*”, “M.S. degree, or equivalent**”, “B.S. degree, or equivalent**” and “B.S. degree, or equivalent***”. These asterisks typically denote a footnote that is applicable to the text but no footnotes are provided in Enclosure 4. Can you provide the meaning of the asterisks in the positions descriptions?
Answer 6
Enclosure 4, Direct Labor Position Descriptions, has been revised to include footnotes that correspond to the applicable text.
