About this opportunity
The Department of State, U.S. Embassy Phnom Penh seeks supply of diesel and gasoline fuel under an indefinite-quantity/indefinite-delivery contract with economic price adjustment, with quotations due August 20, 2026 at 4:00 p.m. Cambodia local time. This is a civilian, non-set-aside procurement.
Place of performance is Phnom Penh, Cambodia. The contract covers fuel delivery to the embassy compound, residences, and other locations within Phnom Penh municipality, plus fuel card services for government-owned CD25 plated vehicles at contractor gas stations throughout Cambodia. The NAICS code is 457, Gasoline Stations and Fuel Dealers; the PSC is 9140, Fuel Oils.
Contract period runs from November 1, 2026 through October 31, 2027 (base year), with one option year through October 31, 2028. Annual estimated quantities are 47,000 liters of High Speed Diesel, 47,000 liters of Regular Gasoline, and 4,700 liters of Super Gasoline, with a government-guaranteed minimum order of 20,000 liters per fuel type annually and a not-to-exceed maximum of 110,000 liters per type.
Offerors must be registered in SAM, demonstrate established business operations in Cambodia or commit to establish within 30 days of award, submit quality assurance test certifications meeting specified fuel standards, provide certificates of insurance, and identify gas stations, fuel trucks, and storage depot capacity. Prices must be submitted in USD and are subject to quarterly economic price adjustments based on Cambodia's Ministry of Commerce retail fuel price announcements; adjustments exclude wages, overhead, fixed costs, and profit. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions unless competitive range discussions are necessary. Quotations must be submitted in English in sealed envelope or electronic format (MS-Word, MS-Excel, or PDF, not exceeding 30 megabytes). VAT and Import Tax do not apply due to the embassy's tax exemption.
