About this opportunity
The U.S. Department of State, specifically the U.S. Embassy in Belgrade, Serbia, is seeking a contractor to supply and install a photovoltaic system at the embassy location. The solicitation (RFQ No. 19RB1025Q0365) requires a comprehensive solar installation that includes approximately 310 PV modules and 6 string inverters, with a total generated area of 630 m2 and a peak power output of 140 kWp. Potential contractors must be registered in the System for Award Management (SAM), provide a Unique Entity Identifier, and include Defense Base Act (DBA) insurance in their pricing. The government intends to award the contract to the most responsible company submitting the lowest-priced acceptable offer, potentially without further discussions. Key dates include a site visit on May 6, 2025, a deadline for questions on May 5, 2025, and the final quotation submission deadline of June 1, 2025.
The solicitation has no specific set-aside designation and will be performed at the U.S. Embassy located in Belgrade, Serbia. The project involves installing solar panels on 10 existing parking canopies, with the system designed to be grid-tied and connected to the embassy's existing electrical infrastructure. The contract will be a firm fixed-price purchase order, with the system intended to generate approximately 112 kW and not produce power beyond on-site consumption. Contractors will be responsible for obtaining local and OBO technical permits, providing installation and mounting equipment, and ensuring the system can accommodate potential future battery installation. The electrical system must be compatible with local specifications of 400V (phase to phase) / 230V (phase to neutral) at 50Hz, and all submitted equipment must meet these technical requirements.
