III PROJECT OBJECTIVE
The Contractor shall provide complete supply and installation services, contract coordination, and supervision, including but not limited to the management necessary to meet the requirements of this contract within the established schedules.
IV PROJECT REQUIREMENTS
1. The contractor’s performance shall include the installation of solar panels on the existing parking canopies at the current embassy complex in Belgrade, meeting the following specifications: a total of 10 canopies, a PV (photovoltaic) generated area of approximately
630 m2, with a peak power output of around 140 kWp, equivalent to 112 kW.
2. The system shall be made using approximately 310 PV modules and 6 string inverters. The required installation and mounting equipment shall be included.
3. At this phase of the PV System shall not include the purchase and installation of energy storage equipment or batteries. However, the system shall be installed in such a way that, in the future batteries could be installed.
4. PV system output shall comply with the following requirement: where grid tied PV systems are acceptable to local utility company, PV system’s inverters shall match local utility company exactly in voltage, phase, and frequency to allow it to be grid-tied in accordance with local utility company’s safety and power quality requirements. PV system shall not produce power in excess of what will be consumed at site. Provide and arrange revenue meter where PV system generated energy is not registered on utility meter.
5. The system shall encompass electrical wiring needed to connect PV modules and inverters, as well as cabling from the locations of inverters to the existing low voltage switchgear of the embassy compound. Disconnect switches both on AC and DC sides of the system shall be included.
6. Appropriate trenching and cable protection shall be included within the installation portion of the PV system. The final connection of the PV system shall be to the Low Voltage switchboard/panelboard at the compound. It is the responsibility of the Contractor to determine a viable path for the power feeders wiring from the PV system. If using underground routing, use underground conduit and cabling with hand-holes and pull boxes.
The installation of these underground ducts may require selective removal and replacement of existing concrete, walkways, curbs, asphalt roadways, and penetration of existing concrete walls. The cutting of existing paved areas shall be limited to 90-degree crossings.
Additionally, the installation must include work on patching and re-striping curbs and gutters in affected paved areas to match existing adjacent conditions.
7. The system shall include measuring devices and respective software platform for collecting data from the PV modules – Data Acquisition System (DAS). All inverters and/or data acquisition system (DAS) components must be able to operate independently of internet connection. For the technical requirements for DAS, the Contractor shall refer to the documents provided in the Attachment.
The existing power monitoring system at the site is a stand-alone, non-internet-based
EcoStruxure Power Monitoring Expert by Schneider Electric. Monitoring the electricity production from the PV system shall be integrated into this system.
8. The system shall include an extension of the existing LV switchgear with a designated panel board section for the PV plant.
The existing Low Voltage Switchgear at the site is a Power-Zone 4 Switchgear, manufactured by SQUARE D. The PV plant panel board section shall be compatible with this equipment.
9. Power lines filtering of the inverters' output shall be included in the equipment listing to provide adequate protection from harmonics and power quality infractions in the existing electrical network at the compound.
10. Grounding, lightning protection and electrical safety measures shall be included in the installation, following the relevant codes, NFPA 780 and OBO design standards. All grounding and lighting protection system connections must be permanent and “irreversible”.
11. The Contractor must provide all equipment, labor, and materials necessary to complete the installation and activation of operational photovoltaic systems connected to and integrated with the existing compound electrical utility, in accordance with (1)-(10).
12. The specific requirements for installation of solar photovoltaic (PV) system are listed in the document provided in the Attachment – OBO Standard Specifications, Section 263105.
