About this opportunity
The Department of State Office of Acquisition Management seeks supply and delivery of tactical, surveillance, protective, and evidence-handling equipment to support law enforcement operations at INL Beirut, Lebanon, with proposals due October 2, 2026, at 16:00 Europe/Amsterdam time. This is full and open competition with no set-aside.
Place of performance is Beirut, Lebanon. Delivery is required within 90 calendar days FOB destination to an ISF warehouse. The solicitation encompasses 23 contract line items including body armor (80 concealable bulletproof vests, NIJ Level II or IIIA), tactical gear (50 load-bearing vests, 50 helmets, 150 pairs each of gloves and boots, 50 covert holsters), non-lethal crowd-control tools (30 pepper spray canisters, 30 police batons), surveillance equipment (2 high-zoom cameras, 12 body-worn cameras, 10 action cameras, 20 dash cameras, 10 GPS trackers, 20 covert wireless earpieces, 4 night vision scopes, 4 thermal cameras, 5 handheld metal detectors), forensic and evidence equipment (20 drug testing kits, 15 evidence collection kits), protective equipment (3 ballistic shields), and specialized tools (4 lock picking and breaching tool sets restricted to law enforcement use). Two training services are included: night vision and thermal operator training for 8 participants (online delivery) and lock picking and breaching training for 10 participants in Lebanon. All items must be new, trade agreement compliant, and meet or exceed specified technical requirements. Contractors may propose pricing for a subset of CLINs and still achieve Phase 1 pass/fail compliance. The Government reserves the right to award one or more firm-fixed-price contracts by individual CLIN, groups of CLINs, or all CLINs to a single offeror.
Quotations must be submitted in two volumes. Volume I requires complete pricing for all CLINs, delivery timeline, representations and certifications, SAM registration proof, export compliance information, and offeror details. Volume II must demonstrate technical capability through compliance matrices, equipment specifications, delivery and training plans, organizational capability, and past performance on comparable contracts within the past five years. Delivery, shipping, insurance, and export licensing costs must be included in each CLIN unit price with no separate delivery charges. The contractor bears sole responsibility for determining export classifications, obtaining all required export licenses and authorizations prior to shipment, and bearing associated costs; failure to obtain export authorization is not grounds for delivery extension. For export-controlled CLINs (0001, 0003, 0019, 0020), a DDTC-registered manufacturer or distributor may serve as exporter of record with the offeror as prime contractor. Evaluation occurs in two phases: Phase 1 is pass/fail compliance review; Phase 2 uses comparative evaluation considering technical capability, past performance, and price to determine best value. Defense Base Act insurance is required only for CLINs requiring contractor personnel to perform work in Lebanon (e.g., CLIN 0023), with proof of coverage due within 15 days of award. For CLIN 0016, the contractor must provide mobile tracking device application licenses and platform subscriptions for five years from Government acceptance, including role-based access, audit logging, and historical track retention. NAICS code 423990 (Other Miscellaneous Durable Goods Merchant Wholesalers); PSC 8465 (Individual Equipment). Amendment 0003, effective September 25, 2026, extended the deadline from September 23 to October 2 and integrated additional Questions and Answers (Q6–Q15) and revised Attachment 1. Offerors must acknowledge receipt of all amendments prior to submission deadline.
