• Relevance to this requirement (brief description).

Note: The Government may contact references not provided by the offeror and may use other sources of past performance information, including CPARS and other government databases.

Failure to furnish and deliver all requested information in accordance with these instructions may result in exclusion from further consideration pursuant to FAR 52.212-1(a).

VIII. EVALUATION

The Government may award one or more contract resulting from this solicitation to the responsible Offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award by individual CLIN, groups of CLINs, or all CLINs to a single offeror.

EVALUATION FACTORS

The Government intends to utilize streamlined evaluation techniques under FAR 12.201-1 to promote efficiency.

PHASE 1: COMPLIANCE REVIEW (Pass/Fail)

Phase 1 is a threshold determination conducted on a pass/fail basis only. No qualitative assessment of technical merit, past performance, or price reasonableness will occur during Phase

1. Quotations will be reviewed solely to determine that:

1. All required volumes, CLINs, and information have been provided as required by this solicitation;

2. Representations & Certifications are complete;

3. Proof of active SAM registration is included;

4. Export and licensing compliance information is provided;

5. Complete pricing;

6. Delivery timeline is provided.

7. Trade Agreement Compliance for each offered item.

Quotations that do not pass the Compliance Review will not proceed to Phase 2.

PHASE 2: COMPARATIVE EVALUATION

The source selection will be conducted using the comparative evaluation method, as authorized under FAR 12.203. Comparative evaluation entails a direct comparison of two or more quotations to determine which offers the best value to the Government.

This is NOT a Lowest Price Technically Acceptable (LPTA) source selection. However, the

Government may award to the lowest-priced quotation if it is determined to offer the best overall value based on the evaluation criteria.

The Government may award to an offeror whose quotation offers superior technical capability and stronger past performance, even if that quotation is not the lowest-priced, provided the additional cost represents value to the Government.

1) Technical Capability

Technical capability will be evaluated based on the extent to which the offeror demonstrates the ability to perform the services and deliver the supplies described in this Solicitation. The

Government will consider the offeror's proposed management approach, staffing and key personnel qualifications, technical approach, quality program, and compliance with specifications.

Emphasis will be placed on:

Sub-Factor Evaluation Focus

Equipment

Compliance

Degree to which proposed equipment meets or exceeds all specifications. All items must be new and trade agreement compliant.

Sub-Factor Evaluation Focus

Training Plan Quality and comprehensiveness of the proposed training curriculum, instructor qualifications, language capability, and Lebanon-specific adaptation.

Delivery Plan Feasibility, detail, and risk mitigation of the proposed delivery approach, including regulatory compliance.

Organizational

Capability

Relevant experience, regional presence or partnerships, and regulatory compliance capability.

2) Past Performance and Experience

Past performance will be evaluated to assess the offeror's demonstrated ability to successfully perform relevant contracts. Evaluation will focus on:

• Relevance of past contracts to this requirement;

• Quality of products delivered and training provided;

• Timeliness of delivery;

• Customer satisfaction;

• Record of compliance with contractual requirements.

If past performance information is not available or limited, the offeror's past performance will be rated as "Unknown." A rating of "Unknown" will not automatically disqualify an offer but may be treated as neutral in comparative assessments.

3) Price

Price will be evaluated for reasonableness on a CLIN-by-CLIN basis using the Independent

Government Cost Estimate (IGCE) and through competition. The Government reserves the right to reject a quotation that is technically unacceptable or unreasonably high in price.

RESPONSIBILITY DETERMINATION

The Government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9.1, including: a. Adequate financial resources or the ability to obtain them; b. Ability to comply with the required delivery period; c.

Satisfactory record of integrity and business ethics; d. Necessary organization, experience, and skills or the ability to obtain them; e. Necessary equipment and facilities or the ability to obtain them; f. Otherwise qualified and eligible to receive an award under applicable laws and regulations, including compliance with all applicable regulatory requirements.
