About this file

This is a Questions and Answers document for federal contract solicitation 19GE5026Q0149 for US Embassy Beirut, Lebanon.

The document clarifies five key procurement issues. Offerors may submit pricing for a subset of Contract Line Items (CLINs) and still pass Phase 1 compliance review, despite Section II requiring pricing for all CLINs, since partial awards are permitted. Regarding CLIN 0023 for in-person Lock Picking & Breaching training in Lebanon, an updated Attachment 1-V1 has been provided that includes the training line item; offerors should refer to this revised attachment for proper pricing structure. The Government will not disclose the Independent Government Cost Estimate (IGCE) or any budget range for this requirement. For export-controlled items (CLINs 0001, 0003, 0019, 0020), the Government will accept the offeror's subcontractor or distributor as the exporter of record and license applicant, with the offeror serving as prime contractor. Regarding tax exemption, INL donations to the Host Government are VAT exempt; however, only companies registered in Lebanon can receive VAT exemption stamps from the Government of Lebanon (which INL will facilitate), though registered companies are automatically liable for income tax in Lebanon.

Questions and Answers

19GE5026Q0149

US Embassy Beirut, Lebanon

Q1. Section II states offerors must price all CLINs, but partial award is allowed. May an offeror submit pricing for a subset of CLINs and still pass the Phase 1 compliance review?

A1. Yes.

Q2. The solicitation text describes CLIN 0023 as in-person Lock Picking & Breaching training in Lebanon. Attachment 1 lists CLIN 0023 as "Delivery FOB Destination, 1 LOT" and has no line for that training. Which is correct?

Should delivery be priced as a separate line or included in unit prices?

A2. Yes, please see updated Attachment 1-V1, that includes also CLIN 023 for training.

Q3. Is the IGCE or a budget range available for this requirement?

A3. The Government will not disclose any cost estimation range for this requirement.

Q4. For export-controlled items (e.g., CLIN 0001, 0003, 0019, 0020), will INL accept the offeror's subcontractor/distributor as exporter of record and license applicant, with the offeror as prime?

A4. Yes.

Q5. Can you please confirm, if the US Embassy INL team in Lebanon will provide us with necessary documentation to tax exempt the equipment?

A5. INL donations to the Host Government are VAT exempt; VAT is not applicable. Only companies registered in Lebanon can receive VAT exemption stamps from the Government of Lebanon (facilitated by INL). Please note that registered companies are automatically liable to pay income tax in Lebanon.
