About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting proposals for comprehensive student transportation services for the Wiesbaden Military Community in Germany through Request for Proposal HE1254-26-R-E011, issued as a combined synopsis/solicitation for commercial services. The requirement encompasses daily commute transportation, special needs student transportation, curricular and co-curricular transportation, safety attendant and aide services, and driver training for military-connected students in the Wiesbaden region. The contract will be firm-fixed-price with an indefinite delivery/indefinite quantity structure, and proposals must be submitted electronically by February 26, 2026, at 12:00 p.m. EDT. Evaluation will employ a best-value tradeoff methodology based on four factors: Technical Approach (Staffing Capability and Vehicle Capability, weighted most heavily), Past Performance, Price, and Representations and Certifications. Offerors must submit a completed Non-Disclosure Agreement by February 10, 2026, to receive restricted route list and commuting zone information necessary for proposal development. The technical proposal requires mandatory responses to detailed staffing and vehicle capability questions, with responses limited to 250 words per cell, and failure to complete any mandatory question will result in an unacceptable rating.

This procurement includes no set-aside designation, and represents a re-competed requirement currently performed under incumbent contract HE1254-21-D-2002. The contract base period runs from August 1, 2026, through July 31, 2027, with four one-year option periods and a potential six-month extension under FAR 52.217-8, with pricing provided in Euros exclusive of 19 percent German VAT. The minimum guaranteed contract value is EUR 2,500.00, with service quantities including estimated 3,240 curricular transportation runs, 3,500 co-curricular runs, and 22,000 safety attendant runs annually across two ridership population categories (1,501-2,000 and 2,001-2,300 students). Past performance evaluation will consider references completed within three years of the solicitation issuance date, with offerors required to submit no more than three references demonstrating relevant bus transportation experience of similar scope and complexity. The place of performance is the Wiesbaden School Complex in Wiesbaden, Germany, with contract management personnel required to be located within 50 miles of the installation and available for face-to-face meetings and emergency support.
