About this file
This is a Past Performance Volume template and submission instructions for the Student Transportation Services solicitation (HE125426RE011) for the Wiesbaden Military Community, Germany.
Offerors must submit no more than three (3) recent past performance references completed within three years of the initial solicitation issuance date. The prime contractor must submit at least one reference where they served as prime contractor or subcontractor/teaming partner. For subcontracting arrangements, the prime must provide past performance information for proposed subcontractors, written consent authorizing government discussion of their performance, a detailed description of specific roles and responsibilities, work percentages, resource contributions, and signed commitment letters from each subcontractor/teaming partner. Past performance will be evaluated on relevancy factors including scope (type of work), magnitude of effort (size/resources including number of buses, safety attendants, safety aides, and contract managers), and complexity. Relevancy factors focus on safe and reliable daily commute and special education (SPED) student transportation services, personnel and vehicle management, incident response and reporting, vehicle maintenance compliance, and stakeholder communication. A "Neutral" rating will be assigned if the prime fails to submit at least one qualifying reference or does not adequately describe subcontractor/teaming partner roles and responsibilities. The submission must follow the specified format detailing contract number, type, period of performance, value, customer agency, customer contact information, brief effort description, and detailed relevancy explanations for each past performance reference.
