About this opportunity

The Administrative Office of the U.S. Courts seeks a commercial off-the-shelf media streaming SaaS platform for hosting, management, and distribution of video-on-demand and audio content, with proposals due October 5, 2026 at 2:00 PM EST (amended from September 21). This is an unrestricted procurement not set aside for small business, governed by the Judiciary's small purchase procedures rather than the FAR.

Place of performance is Washington, DC. The contract runs for a base year (December 1, 2026 through November 30, 2027) plus seven option years through November 30, 2034, with an optional three-month transition period (December 1, 2035 through February 29, 2036). The Government estimates total project cost under $1.7 million inclusive of all options but does not designate this as a ceiling or floor.

Mandatory platform capabilities include a singularly managed interface with integrated content management system, HTML5-compatible video players, transcoding, adaptive streaming, 99.9% uptime availability (24/7/365), end-user analytics with reporting, two-factor authentication, and support for approximately 17 TB storage with 6,000 GB monthly bandwidth and 80 hours of new content uploads monthly. The contractor must migrate existing media and metadata from the incumbent platform and comply with Judiciary IT Security Standards. Pricing is firm fixed-price monthly for the platform and firm fixed unit rates for consumption-based storage, bandwidth, and transcoding services.

Quoters must be active in SAM with no exclusions and, if resellers, must provide a signed authorized reseller agreement from the manufacturer. Questions are due September 10, 2026 at 2:00 PM EST. Evaluation occurs in two phases: Phase 1 screens for mandatory requirements and reseller status; Phase 2 evaluates technical approach (including live product demonstration), past performance (three required customer references), and price. Non-price factors are equally weighted and combined are more important than price. Award is anticipated before December 1, 2026. The NAICS code is 516210; PSC is DK10.
