About this file

This is an attachment providing live product demonstration instructions for quoters who have advanced past Phase 1 of the solicitation USCA26Q0172 for streaming media hosting, management, and distribution services. The Administrative Office of the U.S. Courts will schedule demonstrations virtually via Microsoft Teams within two weeks of the RFQ closing, with demonstrations anticipated to commence no later than three weeks after the closing date.

The demonstration will be evaluated as part of Factor 1 - Technical Approach and will include a live product demonstration followed by an interactive question-and-answer session. Each quoter may have no more than two technical representatives present to deliver the demonstration, though additional company personnel may attend but not present. Quoters will receive 60 minutes to complete their product demonstration, which will be recorded by the Government. Following the demonstration, the Government evaluation team will caucus and then conduct a question-and-answer session lasting approximately 30 minutes, with the total session expected to last 90 minutes. Quoters must strictly follow a prescribed demonstration script and cannot deviate from it or present information related to pricing. The demonstration will be evaluated based on the software platform's ease of use, intuitiveness, ability to achieve primary requirements directly, clarity of output, and suitability for Judiciary use without requiring special accommodations. Quoters must indicate whether demonstrated functionalities are achieved through native features, custom configuration, third-party integrations, or combinations thereof.

USCA26Q0172: Attachment 3 - Live Product Demonstration Instructions

Demonstration Scheduling:

For quoters that have passed phase 1, the Government will reach out to the quoters to schedule demonstrations within 2 weeks from the close of the solicitation. The Government reserves the right to reschedule any quoter’s presentation at its sole discretion. Demonstrations are anticipated to start no more than three weeks from the time of the RFQ closing.

The product demonstration for each quoter will be conducted virtually via Microsoft Teams.

General Information:

The demonstration is a part of the evaluation of Factor 1 – Technical Approach as presented by the quoter and will consist of a live product demonstration and interactive dialogue between each quoter and the government. The Contracting Officer and the Technical Evaluation Team members shall attend the required demonstration.

Each quoter shall demonstrate functionalities as listed below.

Recording of Demonstration:

The Government will record the demonstration via Microsoft Teams. No copies will be distributed to the quoters.

Constraints:

Attendance at the demonstration as well as the subsequent question and answer session will be limited to no more than two (2) contractor technical representatives that shall be responsible for delivery of the required solution from the quoter’s team. The additional individuals (e.g., CEO, company president, VP, legal or contract representative, etc.) from the quoter’s team may attend but will not be allowed to present at the oral presentation, except as part of a brief introduction that will not be evaluated but will count towards the quoter’s allotted time.

After opening remarks by the Government, each quoter will be given up to 60 minutes to clearly complete the solution demonstration. The demonstration will be stopped precisely at 60 minutes from the start of the demonstration.

After the product demonstration, the Government will caucus to discuss the quoter’s presentation and to formulate any questions regarding the presentation for clarification. The Government and each quoter will then address any questions or clarifications posed by the Contracting Officer or the Technical Evaluation Team Chairperson. The question-and-answer session is expected to last no more than approximately 30 minutes. If necessary, the quoter may briefly caucus to coordinate responses to specific questions or clarifications. Any questions posed by the Government in response to the presentation will be for clarification/engagement only, not be for the purpose of changing or altering the quoter’s submission.

The total presentation, caucus, and question and answer session are expected to last approximately 90 minutes. At the expiration of this time, the quote response will be considered complete. Unsolicited changes to the submission will not be accepted without a formal Contracting Officer written request.

Interactive Demonstration Format:

Quoters are advised that the demonstration shall be formatted in a way that ensures enough information is provided for the Government to evaluate it. Please note, any information provided during the demonstration shall be presented in context of the requirements listed in the solicitation for this effort. Quoters shall demonstrate in the order of the script below and shall not deviate. Quoters shall also announce what they are demonstrating from the script.

During the demonstration the quoter shall not present or discuss any information related to the price evaluation factor. Additionally, the quoter shall not present or discuss any topic that is not covered in the demonstration script below.

External hyperlinks or references to external documents are not allowed and shall not be reviewed by the Government.

Live Product Demonstration Script:

During the live demonstration, the quoter shall show their quoted solution’s ability to provide the following functionalities:

Demonstrations will be evaluated based on the Quoter's ability to effectively demonstrate their solution's functionality against the requirements identified. In addition, the software tool will be evaluated on the following:

1. Ease of use: Platform functions and features are clearly marked and easily accessible.

1. Intuitiveness: Platform functions are accessible in context-meaningful locations or near related functions. Generally, functions are accessible without searching through multiple menus or screens.

1. Primary requirements are achieved in a direct way clearly intended by system planning without extensive accommodation or work-around.

1. Platform output is clear and straight-forward and can be interpreted by non-expert users.

1. Platform does not need obvious accommodation, either in setup or operation, to meet the requirements for Judiciary use

1. Indicate if the demonstration criteria were achieved through native features not via boutique configuration, coding, or integration of a third-party tool, or a combination of any of these three.
