About this file

This is a Request for Quote (RFQ) for commercial off-the-shelf (COTS) media streaming software-as-a-service (SaaS) platform services issued by the Administrative Office of the United States Courts (AOUSC). The solicitation number is USCA26Q0172, with quotes due by 2:00 PM Eastern Time on September 21, 2026. Award is anticipated before December 1, 2026.

The contract involves a base year (12/01/2026 – 11/30/2027) plus seven option years through 11/30/2034, with an additional transition-out period (12/01/2035 – 02/29/2036). The platform must provide hosting, management, and distribution of video-on-demand (VOD) and audio content to support the federal Judiciary's internal and external communications. Key deliverables and services include: a singularly managed interface with integrated content management system; HTML5 accessible video players embeddable on court websites; transcoding capabilities for optimized delivery; adaptive streaming; end-user analytics and reporting; 99.9% platform availability (24/7/365); and technical support with defined response times (4–8 hours depending on severity). The contractor must migrate existing media and metadata from the incumbent platform, support an estimated 17 TB of storage, 6,000 GB monthly bandwidth, and transcoding of up to 80 hours of new content monthly. Additional requirements include customer service via Microsoft Teams, two-factor authentication for user accounts, comprehensive training documentation, and compliance with Judiciary IT Security Standards and federal contracting regulations.

Pricing is structured as firm fixed-price per month for the platform (CLINs 0001, 1001–7001) and firm fixed unit rates (per GB or minutes) on a consumption basis for storage, bandwidth, and transcoding services (CLINs 0002–0004, 1002–1004, etc.), with annual not-to-exceed ceilings per CLIN. The Government estimates a total project price target of less than $1.7 million inclusive of all options but does not treat this as a ceiling or floor. Evaluation will occur in two phases: Phase 1 screens for mandatory requirements per Attachment 1 Checklist and authorized reseller status; Phase 2 evaluates technical approach (including live product demonstration), past performance (with three required customer references), and price. Non-price factors are equally weighted and combined are more important than price. Award will be made to the responsible quoter offering the best value based on confidence ratings (High, Some, Low) for technical approach and acceptability ratings (Acceptable, Unacceptable, Neutral) for past performance. Quoters must be registered as Active in the System for Award Management (SAM) at submission and, if resellers, must provide a signed authorized reseller agreement from the manufacturer.

C-1 Statement of Work

1.0 General Information

1.1 OBJECTIVES/PURPOSE

The objective of this contract is for a streaming media platform that provides hosting, management, and distribution of media. This contract is managed by the Administrative Office of the US Courts (AOUSC) and shared with the Federal Judicial Center (FJC), and other federal Judiciary units. This streaming platform shall support the distribution video-on-demand (VOD) programming.

1.2 BACKGROUND

USCA26Q0172 - Page 10 of 41

A. The Federal Judiciary is the third Branch of the U.S. government and is composed of federal courts throughout the United States, including the U.S. Supreme Court, U.S. courts of appeals, U.S. district courts, and U.S. bankruptcy courts.

The federal probation system, pretrial services program, and federal defenders' program are also nationwide elements of the federal Judiciary.

B. The AOUSC is the administrative arm of the federal Judiciary. Its primary mission is to serve and support the federal courts. The AOUSC is a unique entity in government. Neither the Executive Branch nor the Legislative Branch has any one comparable organization that provides the broad range of services and functions that the AO does for the Judicial Branch. The agency's lawyers, public administrators, accountants, systems engineers, analysts, architects, statisticians, and other staff provide a broad array of professional services to meet the needs of judges and others working in federal courts nationwide.

C. Within the AO’s structure, the Office of Public Affairs (OPA) is composed of broadcast, print, and web content developers who support the federal Judiciary’s comprehensive internal and external communications programs. These services are essential to the Judiciary’s daily operations and impact the public’s perception and interaction with the federal courts. OPA also is responsible for creating video programs that support the Judiciary’s education and training requirements for its workforce. OPAF’s Video Production Services (VPS) branch supports this service with a wide variety of short- and long-format programs that are distributed worldwide via the Web.

D. VPS’s work consists primarily of news, information, and educational videos and audio-only programming that is distributed over the federal Judiciary’s Data Communications Network (DCN). The Judiciary’s broadcast teams are responsible for the operation and maintenance of all audio and video production studios and equipment that shall be used to create programming. No video or audio production services are required on this contract.

E. The Judiciary’s Wide Area Network and Internet Gateways are managed by the AOUSC’s Department of the Chief Information Officer (DCIO). OPA shall coordinate with other Judiciary stakeholders during the implementation process and day-to-day operations.

1.3 SCOPE OF WORK

A. The scope of work for this contract is to provide a media streaming platform that quickly and effectively distributes and manages the Federal Judiciary’s extensive media library for internal and public viewing. The platform shall host and make available for on-demand streaming recorded audio and video.

B. The platform shall provide a structure that will be used by the AOUSC, Federal Judicial Center (FJC), and federal court units but maintains separation between the groups content.

C. Administrative and technical support is required to ensure that all associated hosting services and are always functioning optimally. The contractor shall provide maintenance, recommendations, enhancements, backup/recovery, data integrity and security of servers and supporting components.

1.4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SYSTEMS

A. The Government will not provide any physical property for this contract.

1.5 GOVERNMENT DATA

A. Digital media will be provided to the contractor to store on the platform. All digital media, shall remain the property of the Government and is to be used for Government use only and not for advertisement, promotional, or artificial intelligence training purposes.
