About this opportunity

The Defense Logistics Agency seeks research and development proposals to restore and stabilize strategic and critical materials supply chains, with a five-year BAA period through January 14, 2030 and a ceiling of $700 million. This is an unrestricted procurement (no set-aside).

Place of performance is Virginia. The BAA addresses emerging requirements to mitigate single points of failure in supply chains, reduce dependence on unreliable foreign sources, and replace legacy or obsolete materials through material and production process substitutes or drop-in replacements. Areas of interest include energetic materials, energy and power materials, aeronautical and astronautical materials, armor materials, stable isotopes, paints/coatings/surface treatments, mining and refining processes, recycling and substitution options, permanent magnet recycling and manufacturing, and feasibility studies. All materials must be marked as Controlled Unclassified Information and source selection information.

The procurement will award cost-type contracts (cost, cost-sharing, or cost-plus-fixed-fee completion) and will consider SBIR III proposals. The proposal process consists of three steps: White Paper submission (6-page limit), technical proposal request (20-page limit) if selected, and cost proposal submission if requested. Technical proposals must address feasibility, viability, desirability, and past performance/recency. Evaluation prioritizes technical importance to agency programs and funds availability, with cost realism and reasonableness as secondary factors. Amendment 0003 is hereby issued to increase the ceiling of the BAA from $95,000,000.00 to $700,000,000.00 through January 14, 2030.  Also, the Amendment incorporates revised clauses resulting from the Revolutionay FAR/DFARS Overhaul.  A revised copy of the Strategic Materials (SM) Broad Agency Announcement (BAA) is attached to this Amendment. 

All other terms and conditions in the BAA remain uncahnged.

The purpose of Amendment 0001 is to remove the 60 day closing date for receipt of proposals, and to revise the phone number for the Contracting Officer.  All other terms and conditions in the BAA remain unchanged.

The purpose of this BAA stems from emerging and rapidly expanding requirements to restore and stabilize strategic and critical materials supply chains that have been compromised by decreased or abandoned domestic mining and refining activities or lack of domestic manufacturing.  The research could include material and production process substitutes or drop-in replacements to relieve (1) a single point of failure in a supply chain, (2) dependence upon unreliable foreign sources of supply, or (3) replacement of a legacy or obsolete material.
