About this file

This document is an Amendment to the Strategic Materials Research & Development (R&D) Broad Agency Announcement (BAA) for solicitation SP4701-25-B-0001, dated January 15, 2025. The amendment makes two key changes: First, it removes the initial 60-day closing date for proposal receipt and extends the BAA's open period to five years starting January 15, 2025. Second, it updates the contact information, changing the phone number from (215) 737-7985 to (445) 737-6023, while maintaining the same email contact (Deborah.P.Lombardi@dla.mil).

The underlying BAA focuses on research to restore and stabilize strategic and critical materials supply chains by addressing single points of failure, reducing dependence on foreign supply sources, and replacing legacy or obsolete materials. The amendment indicates the government's intent to provide flexibility for ongoing research proposals related to strategic materials, with an extended timeframe for potential contractors to submit white papers and proposals to the Defense Logistics Agency.
