About this opportunity
The Defense Logistics Agency seeks research and development projects to reduce DLA backorders for items containing metal castings and improve the quality, productivity, technology, and business practices of the metal casting industry, with white papers due June 28, 2031. This is a Broad Agency Announcement with no set-aside, and remains open for five years with a total ceiling of $90 million.
Place of performance is Philadelphia, Pennsylvania. The BAA solicits two primary technical areas: Procurement Solutions, focused on identifying and demonstrating improved proactive tools to assist DLA with timely and cost-effective solicitations or acquisitions of metal casting parts, streamlining supply chains, and enhancing existing metal casting tooling data; and Manufacturing Technologies, focused on innovative metal casting technologies or manufacturing processes that significantly improve effectiveness, productivity, energy efficiency, or manufacturing cost reduction, including new alloys, die materials, repair methods, coatings and lubricants, Industry 4.0 technologies, smart manufacturing, robotics, automation, and workforce development initiatives for current and future employees.
The procurement process consists of three steps: white paper submission (limited to eight pages), technical proposal submission (limited to 20 pages, only if requested by DLA following white paper review), and cost proposal submission (only if requested by DLA). DLA anticipates awarding cost-type contracts (cost, cost-sharing, or cost-plus-fixed-fee). Proposal prices and all terms must remain valid for 180 days from submission. Cost proposals must include certified cost or pricing data for proposals exceeding $2.5 million or data other than certified cost or pricing data for proposals under that threshold, along with detailed labor, indirect cost, travel, subcontract, and material breakdowns by cost category and fiscal year. All proposals marked with CUI designations and source selection information markings are required. White papers should be submitted to RandD.DCSO@dla.mil. The contracting officer is Deborah P. Lombardi at DLA Contracting Services Office-Philadelphia. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences; PSC is AC33, National Defense R&D Services.
Notice text
The purpose of this BAA stems from emerging and rapidly expanding requirements to (1) structure, execute, and coordinate projects that develop innovative solutions that can reduce the disproportionate number of DLA backorders, or unfilled orders for items that contain metal castings, and (2) to improve the quality, productivity, technology, and business practices of the metal casting industry.
The key focus areas are:
- Procurement Solutions – Projects must focus on the identification and demonstration of improved proactive tools to assist the DLA with timely and cost-effective solicitations or acquisitions of parts having metal castings content. Proposed projects should help the DLA to evaluate and streamline metal castings supply chains for best value supply source selection, promoting business opportunities to the metal casting industry; or enhancing existing metal casting tooling data.
- Manufacturing Technologies – Projects must focus on the identification and demonstration of an innovative metal casting technology or manufacturing process/technology that significantly improves effectiveness, productivity, energy, or efficiency of making a casting or casted equivalent part. This may include: New, alternate or improved alloys, die materials, die and part repair methods, and die and alloy coatings and lubricants to enhance product quality or reduce manufacturing time and cost; Projects can also be focused on Industry 4.0, sensors, and smart manufacturing, robotics, automation, and other process improvements aimed at increased quality and reduced cost; Workforce development projects for current and future employees, including training and webinars, safety tools and resources, topics for attracting future workforce, and retention of current workforce.
