About this opportunity
The Defense Logistics Agency seeks innovative research and development solutions to strengthen the defense industrial base under a Broad Agency Announcement, with white papers due September 16, 2031, and no set-aside restrictions. This BAA will remain open for five years with a $50 million ceiling and contemplates awards as either Indefinite Delivery, Indefinite Quantity contracts or definitive cost-type contracts.
Place of performance is the United States. The DLA pursues IT systems development transitioning the agency and its supply base to Industry 4.0 and 5.0 standards, leveraging augmenting technologies such as real-time sensors. All proposed efforts must include an operational transition plan identifying use cases, measurable success criteria, DLA system integration, and Technology Readiness Level advancement. The four primary technical areas of interest are Industrial Base Resilience, Surge, and Manufacturing Capability; Public-Private Partnerships for Surge and Sustainment; Circular Economy and Resource Recovery; and Digital Twin of the Organization for Enterprise Transformation.
Submission occurs in three stages: white papers limited to 8 pages, followed by Government request for technical proposals if interested, then cost proposals if requested. White papers must address what the work accomplishes, current limitations and challenges, anticipated benefits and impact, and estimated cost and timeline. Technical proposals are limited to 40 pages and evaluated on Feasibility (Overall Scientific and Technical Merit), Viability, Desirability, and Past Performance/Capabilities/Related Experience. Cost proposals must include certified cost or pricing data for estimates exceeding $2 million or alternative data for amounts under $2 million, with detailed breakdowns. Proposal validity is 180 days from submission. Submit proposals in PDF to Senthil.Arul@dla.mil, Latoya.Monroe@dla.mil, and RandD.DCSO@dla.mil. The NAICS code is 541715, and the PSC is AC33.
Notice text
This notice constitutes a combined synopsis and Broad Agency Announcement (BAA) for the acquisition of research and development (R&D) in accordance with Federal Acquisition Regulation 35.016, “Broad Agency Announcement,” as supplemented with additional information included in this notice. No other solicitation will be issued. Only the information provided in this notice is available. Requests for other forms of solicitation shall be disregarded. This BAA will remain open for five (5) years and has a ceiling of $50 Million.
The DLA Research and Development (R&D) Program Office is looking for White Papers that support the scope of the BAA as identified in Section 2: Technical Areas of Interest. Offerors are encouraged to propose innovative solutions. Consideration will be given to all approaches that enable improved processes aligning with both DoD and DLA Strategic Initiatives.
A White Paper is an abbreviated document (limited to 8 pages) in which a submitter shall describe a technical R&D concept. If such a technical concept is deemed by the Government to be of interest, the Government may request full cost and technical proposals. Full proposals submitted through this White Paper process may result in contract awards - either Indefinite Delivery, Indefinite Quantity (IDIQ) contracts or one-time, definitive contracts. The Government reserves the right to select all, some, or none of the proposals submitted for award. The primary basis for selecting proposals for acceptance will be technical, importance to agency programs, and funding availability. Cost realism and reasonableness will be considered to the extent appropriate.
The full BAA has been uploaded to this notice as an attachment and should be referenced for submissions in relation to the BAA.
