About this opportunity
The Defense Logistics Agency seeks research and development proposals on refining, processing, recycling, and qualification of strategic materials for National Defense Stockpile sustainment and Department of Defense programs of record, with white papers due May 1, 2028 and all evaluations concluding August 1, 2028. This is an open Broad Agency Announcement (SP8000-26-B-BAA0) running January 30, 2026 through January 30, 2029, with no set-aside.
Place of performance is Fort Belvoir, Virginia. The BAA solicits proposals across three primary technical areas: refining, processing, and beneficiation of strategic materials to resolve supply chain bottlenecks; recycling, conservation, and substitution options for rare earth elements, magnets, and other materials; and qualification of materials for DoD programs of record. Eligible materials include antimony, bismuth, gallium, germanium, rare earth elements, graphite, magnesium, and refractory metals, with the complete list in Exhibit A.
Award ceiling is up to $10 million per contract. Phase I efforts are capped at the Simplified Acquisition Threshold ($250,000) for 12-month periods; Phase II efforts reach up to $10 million for 24-month periods. The Government intends to award fixed-price contracts and reserves the right to make one, multiple, or no awards. Prospective awardees must be registered in SAM at white paper submission and maintain registration through final payment. Large businesses and nonprofits with awards exceeding $750,000 must submit small business subcontracting plans.
White papers (maximum 5 pages plus 1 cover page and 1 page of biographical sketches) are accepted through May 1, 2028 and reviewed as received. Following white paper review, the Government may request full proposals (20-page technical limit and separate price proposal). Non-awarded proposals accepted by September 15, 2028 must be resubmitted under a new BAA. Evaluation criteria weight technical acceptability (scientific merit, relevance, creativity, feasibility, and qualifications), past performance within three years, and price reasonableness. Category I proposals (acceptable with DoD program of record support) receive highest priority; Category IV proposals (technically unsound) are not recommended. Submit to DCSO-C3Contracting@dla.mil. NAICS 541720; PSC AJ12.
