About this opportunity
The United States Transportation Command seeks stevedoring and related terminal services for handling import and export of designated USG cargo through the Port of Bremerhaven, Germany, with proposals due October 21, 2026. The procurement is set aside for Women-Owned Small Businesses (WOSB).
Place of performance is Bremerhaven, Germany. The contract is an Indefinite Delivery/Indefinite Quantity arrangement with a base period from May 1, 2027 through October 31, 2032 (five years plus six-month optional extension). The NAICS code is 488320, Marine Cargo Handling, with a small business size standard of $47 million.
Technical requirements include provision of 24/7, 365-day stevedoring operations covering vessel loading and discharging, lashing and unlashing of all cargo types (vehicles, containers, aircraft, breakbulk, hazardous materials), cargo inspection, and miscellaneous terminal services. The contractor must meet minimum productivity levels per the Performance Work Statement, maintain Transportation Worker Identification Credentials (TWIC) or host nation equivalent for all personnel, comply with OSHA and host nation safety regulations, and meet cybersecurity requirements per NIST SP 800-171. Compliance with local Bremerhaven access permissions, work authorization (Hafenarbeitskarte), and collective bargaining agreements is mandatory. The contractor must possess valid business licenses or work permits from the host nation and have CMMC Level 1 certification.
The government's estimated baseline annual costs are $42,000 for Years 1–5 and $21,000 for the six-month extension, totaling $231,000 for the base period with a 25-percent estimated ceiling of $57,750, bringing potential total evaluated value to $288,750. Minimum order value is $2,500 for the first twelve months. Pricing is firm fixed price based on a Schedule of Rates submitted by the contractor, covering lashing/unlashing, extra labor, overtime, shift differentials, equipment rental, lumber/dunnage, and miscellaneous out-of-pocket expenses across multiple commodity categories.
Award will be made to the responsible quoter with the lowest evaluated price whose technical submission is acceptable. The government intends to award one contract. Quoters must submit three parts: Contract Documentation (SF 1449 and representations/certifications including FAR and DFARS clauses), Technical Submission (Mission Essential Plan not exceeding five pages and Technical Worksheet not exceeding fifteen pages addressing labor, equipment, and certifications/port access), and a Price Quote using the provided Schedule of Rates spreadsheet. A Trafficking in Persons Compliance Plan per FAR 52.222-56 is required. Proposals must maintain validity for at least 180 calendar days. Amendment 0001, issued October 7, 2026, extended the due date from October 13 to October 21 and updated the solicitation number from HTC71126QE156 to HTC71127QE115 due to fiscal year transition; all proposals and award documents must reference the new solicitation number.
