About this file

This is a Technical Worksheet serving as an evaluation tool for quotations submitted in response to RFQ HTC71126QE156 for stevedoring services at the Port of Bremerhaven, Germany. The worksheet establishes submission requirements, evaluation criteria, and three primary technical evaluation areas that quoters must address substantively.

Quoters must submit responses based on requirements outlined in the Performance Work Statement (PWS) Attachment 1, with a maximum of 15 pages for narrative and descriptive content including appendices, annexes, figures, and tables. Responses must demonstrate clear and convincing rationale for meeting minimum requirements rather than restating Government objectives; generic descriptions and paraphrasing of PWS requirements are considered unacceptable. The three technical evaluation areas are: (1) Labor—describing ability to provide qualified labor for port support operations including flexible start times, multiple work site operations, contingency transition, and 24/7 work schedules; (2) Equipment—detailing capability to secure and safely operate Material Handling Equipment for all cargo classes (vehicles, containers, aircraft, breakbulk), ramps with up to 70-ton capacity, heavy tow equipment for inoperable vehicles up to 150,000 pounds, and associated maintenance support; and (3) Certifications/Port Access—providing proof of valid business licenses or work permits for prime and subcontractors from the applicable Host Nation to legally operate at designated ports. Any unacceptable rating on individual questions results in an overall unacceptable Technical Worksheet rating. Excluded from the 15-page limit are cover sheets, tables of contents, government instructions, Material Handling Equipment photographs, HAZMAT certifications, signed self-certified letters, business licenses, and work permits. Foreign language documents require certified English translations clearly marked with source identification.
