About this opportunity
The Air Force Sustainment Center is procuring the design, fabrication, installation, and testing of one new Rotor Stator Test Stand (RSTS) for testing aircraft stator and speed sensor components at Tinker Air Force Base. The test stand must be a commercial-grade electrical system capable of testing multiple units across five independent drive systems operating at speeds of 29,000 RPM (three systems), 15,200 RPM (one system), and 8,000 RPM (one system), with measurement and testing capabilities including speed, voltage, current, resistance, insulation resistance testing up to 10 GOhms, and functional testing with oscilloscope analysis. The system must utilize LabVIEW 2018 or newer software with a Siemens S7 PLC, include a 17-inch color touchscreen HMI, Ethernet network connectivity, and comprehensive safety features including emergency stops and viewing windows, with all components being commercial off-the-shelf items. Contract award will be made to the vendor deemed technically acceptable with the lowest evaluated price, and offerors must acknowledge receipt of the most recent solicitation amendment (issued April 27, 2026) by the extended due date of May 7, 2026, at 3:00 PM Central Time. Quotations must be submitted to the Contracting Officer Bryce Cornish at Bryce.cornish@us.af.mil, and vendors must be registered in the System for Award Management (SAM) database to be eligible for award.
This solicitation contains no set-aside designation and is open to all qualified vendors. The contractor must deliver the completed test stand within 18 months of contract award and provide comprehensive documentation including Level 3 MIL-STD-31000B engineering drawings in AutoCAD 2024 format, operation and maintenance manuals, software documentation, and as-built drawings. Training requirements total 96 hours across four training categories for up to 26 personnel, with delivery, installation, and calibration conducted on-site at Tinker Air Force Base, Oklahoma City Air Logistics Center, Building 9001. The contractor must also provide a two-year warranty covering all equipment and workmanship with defects remedied within 14 calendar days at no cost to the government. The Statement of Work is structured across nine CLINs with specific deliverable milestones tied to design reviews, factory acceptance testing, on-site calibration and correlation testing, and final acceptance, with monthly status reporting and coordination meetings required throughout the project.
